Vandal Savage has reformed, and come to Earth-1 to start anew as a good guy...all his criminal acts were on Earth-2, you see--he has no record on Earth-1!

Savage manipulates Superman into destroying a bunch of ersatz Superman robots he had built "for the benefit of the people of Metropolis," in order to make Kal-El look like "a jealous fool" and undermine his popularity.
