Yes, that is Basil Wolverton's work. He had a monthly half-page spread in Whiz Comics from 1945-1952, with Croucher teaching us how to deal with life's social conundrums.
Fantagraphics had a book out a few years ago collecting them all. Although they missed a couple, that's more than made up for by the fact that the book includes dozens of previously unpublished entries (in "penciled rough" form).
