This is certainly true as stated, but one should distinguish between "leader of National Socialism" versus "Fuehrer of Germany." No other member of the NSDAP had the ability to compete with Hitler as a party-leader. He was the natural choice for that. Outside of the NSDAP, Hitler achieved a peak of 37.4% of the vote in July 1932, which then declined to 33.1% in November. These were not insignificant tallies, but clearly well short of a majority.
For comparison, Roosevelt won 57.41% of the popular vote in 1932, 60.8% in 1936, 54.74% in 1940, and 53.39% in 1944. If Roosevelt had been able to ban the other parties from 1933 on, there's no question that he would have appeared as a much more popular leader than Hitler. It's probably true that the rise in employment created by military spending in Germany had created enough popularity for Hitler that he could have won a plurality of votes in 1936 if an open election had been held. But it's doubtful that he would have gotten as big a share of the vote as Roosevelt did in 1936. Chronicles, once Paleo-Con magazine, goes full Neocon.
