There are several html tags 'missing' from the getHtmlList() method.  The comments in the source state this function isn't used by the core any longer however unless it's deprectated it should be kept up-to-date.  The specific 'missing' html tags that I believe should be added are:  

'blockquote => '<blockquote>',
'br'    => '<br>',
'p'     => '<p>',
'pre'  => '<pre>',
's'      => '<s>',
'span => '<span>',
'strike' => '<strike>',
'u'      => '<u>'

A lot of the Xoops Form elements are using single quotes for Html tags rather than double quotes. This will break if the module developer uses single quotes in words that use single quotes or use single quotes 'Captions' for example.

A number of times  during the RC phase the upgrader for the keygen was provided to be replacement for the existing one this is a refactorised version of the same code, this still hasn't been patched on the SVN with the orginal upgrade keygen being removed.

Here it is again. This is to replace the existing keygen and counter has been provided as the code will not need to change its byte matching only the version.txt when new XOOPS_VERSION Strings are introduced.

2.4.5 is currently missing $GLOBALS['xotheme'] this was an addition to allow users to added css and java script easily to the smarty routine without having to use a legacy system for populating it. This means there is no way to use smarty to generate in the control panel an interface like all blue room modules should as it will crash the GUI at line 107 without the object.

This has currently hinder all development of 2.4 series modules as it in all previous versions of 2.4.x was concurrently available in this and later versions of XOOPS like 2.5.x series.

I don't know why errors are being introduced when 2.4 series for example has XOOPS first indestructiable Array object UNICODE_ARRAY which is safe unlike the standard array object as its contents is encoded and you can break the serialisation. But this is another shock of how many bug bug bugggy bug have been introduced during the 2.4.5RC phase.

Initial Comment:
While testing new modules, I found that even though a module is not installed, installed but deactivated or installed the system basically treats the module exactly the same (Expect for the last case with a few minor details). When a module is not installed, the system should not either 'see' the module or include the xoops_version.php, and the same should be for when the module is installed but not activated.  

The way that this is at the moment, this increases system load when there is no need.

Summary: oxygen theme menu doesn't use absolute when creating menus

When creating the module admin menus, the Oxygen theme will not use the 'absolute' option when creating the menu links. Any module that uses http://www.sitename.co.uk as part of the url will have this appended to the XOOP_URL.'/module/moduledir/'.
