THE ENEMIES OF LIFE ARE BREEDING THEIR OWN AGENTS OF ECOLOGICAL DESTRUCTION AIDED AND ABETTED BY AN INCOMPETENT EPA AND A RUBBER-STAMP GOVERNMENT IN FLORIDA, WHICH JUST GAVE UNANIMOUS APPROVAL FOR THE RELEASE OF HUNDREDS OF MILLIONS OF GENETICALLY MODIFIED MOSQUITOES BY A COMPANY WITH DEEP TIES TO BILL GATES, THE US MILITARY, AND BIG AG.

In a move sure to stun future generations — should we survive long enough to have any — seven Florida government agencies, including those charged with protecting its health, agriculture and environment, made a complete mockery of the trust afforded to them by the people of the state to oversee these vital matters and may have just pulled the trigger on a catastrophic environmental collapse.

The unanimous approval to allow the deployment starting this summer of over 1.2 billion genetically modified mosquitoes in Key Haven, Monroe County, Florida over a period of two years could very well decimate a substantial part of Florida’s natural flora and fauna, taking dozens of endangered species to the brink of extinction and irrevocably changing the habitat of the thousands of local birds, plants, amphibians and insects that make up Florida’s ecology.

The go-ahead comes on the heels of a decision by Trump’s EPA to green-light previously thwarted plans to release these airborne frankensteins in our environment without the slightest regard for the possible consequences. Ignoring the agency’s own lukewarm assessments admitting some of the dangers, the EPA nonetheless violated mandated requirements of the Endangered Species Act (ESA) to approve the first-ever GE mosquito experiment in the United States.

Despite the EPA’s criminal negligence in failing to follow mandated procedures, it was ultimately left to authorities in Florida to give their consent for this plan, which they gave in spades despite overwhelming opposition. A public forum held on this issue returned an incontrovertible verdict of 31,174 comments opposing the release and only 56 supporting it. This, however, seemed not to sway a single state agency when it came time to allow the deliberate invasion of a new, man-made mosquito into what is already one of the nation’s most imperiled ecosystems.

FRANKENBITE

The proposition had been made and withdrawn twice before. Once in 2016, when Oxitec Ltd. applied for an investigational new animal drug (INAD) with the FDA for its GE Aedes aegypti mosquito strain OX513A, a.k.a. “Friendly Aedes aegypti,” the first of three strains of the so-called “Yellow Fever Mosquito.” The UK-based company claimed that the mosquito release was “unlikely to impact the physical, biological, and human environment” and “that no cumulative impacts are anticipated.” The application was withdrawn. The same fate befell their second application two years later when jurisdiction over the application had been switched over to the EPA.

Opposition from groups like the Center for Food Safety may only have been partially responsible for the application withdrawals, as a third one was submitted soon after the last one with a new strain denominated GE Aedes aegypti OX5034, which is differentiated from the prior strain by the characteristic that it only kills the female GE mosquitoes leaving the GE males to survive for multiple generations, according to Oxitec.

The stated purpose of the program is to “evaluate the efficacy of Oxitec’s alternative second-generation OX5034 GE mosquitoes as a tool for suppression of wild Aedes aegypti mosquito populations.” But, serious questions surrounding its effectiveness have already proliferated after the results of Oxitec’s mosquito experiments in other countries.

In a 2015 press release, Oxitec claimed its trials in Brazil, Panama, Grand Cayman and Malaysia had resulted in a “90% reduction of the Aedes aegypti pest population.” The same claim was made in a 2016 U.S. Congressional Hearing of the Science, Space and Technology Committee. But in fact, efficacy trials in Malaysia were abandoned and “major problems” were reported over how Oxitec interprets its data. In addition, no direct evidence has ever been produced to prove that the Oxitec GE mosquitoes caused a fall in the population of disease-carrying mosquitoes in any of these countries. In the Cayman Islands, female mosquito populations went up rather than down — a fact discovered only after Oxitec’s results were obtained through FOIA requests.

The same year of Oxitec’s first application for release in the U.S., the company carried out its first large-scale trials in Piracicaba, Brazil and reported an “81% suppression of wild Aedes aegypti” in the second year of the trial. But, the same problems and fudged data that plagued the Grand Cayman reports were also identified and discredited many of the company’s claims of success. Oxitec’s claims for its earlier trials in Panama made claims similar to all others, but also failed to convince experts.

TARGET FLORIDA

Florida has been in Oxitec’s sights since 2011 when the company approached the Florida Keys Mosquito Control District after an outbreak of dengue fever a year earlier. Resistance to the idea of releasing genetically engineered insects into the wild was just as strong then. Nevertheless, Oxitec was touting false trial results in other countries to get the right government agencies involved. But, it didn’t prosper at that time.

Fast-forward five years and Zika makes it first appearance, a new mosquito-borne disease that spread rapidly in Miami-Dade County, in particular, and coincided with Oxitec’s first federal-level application. Opposition, however, remained strong and Oxitec would have to wait for an administration that was willing to overlook troublesome scientific concerns and regulations to give them a chance. Trump and his Koch-led EPA transition team provided just the right atmosphere for the UK biotech to finally achieve its horrific dreams.

Among the most immediate effects of this summer’s scheduled release of Oxitec’s GE mosquitoes will be a huge increase in the use of toxic, traditional mosquito control methods like adulticides and larvicides, which will place undue strain on the environment. But, the greatest danger is faced by the vast members of Florida’s ecosystem from dozens of species of protected birds, reptiles, mammals and plants.

The Cape Sable seaside sparrow is a non-migratory bird whose native Florida habitat has been decimated by conversion of land to agricultural uses. The bird forages for insects and, like many other bird and animal species of the state, are opportunistic in their feeding habits, meaning that a large influx of new insects will most definitely end up in their digestive systems.

 

This is Part 2 of the conversation between Whitney Webb and Maria Farmer, a victim of Jeffrey Epstein and Ghislaine Maxwell who had reported both to the FBI in 1996 for child pornography, sex trafficking and sexual assault. ODERNA’S CHIEF MEDICAL OFFICER HAS DESCRIBED THE COMPANY’S PRODUCTS AS “HACKING THE SOFTWARE OF LIFE” AND PERMANENTLY ALTERING A PERSON’S GENETIC CODE. IF MODERNA IS POISED TO BRING THE FIRST COVID-19 VACCINE TO MARKET, A DEEPER LOOK AT HIS COMMENTS AND HIS EMPLOYER ARE WARRANTED.

More and more frequently, government officials, political pundits and self-appointed “global health experts” like billionaire Bill Gates have been instructing the public that mass gatherings and any semblance of “normalcy” will not return until a vaccine for the novel coronavirus Covid-19 is created and subsequently distributed to the masses. In recent weeks, it has quickly become apparent that the leading Covid-19 vaccine candidate is the messenger RNA (mRNA) vaccine being developed by Boston-based Moderna Inc.

Today, Moderna announced that its vaccine candidate, named mRNA-1273, “appeared to produce an immune response in eight people who received it.” Moderna’s response is odd given that the “study” in question is focused on safety and “is actually not designed to measure effectiveness of the vaccine,” according to a report in TIME. Notably, none of the study’s findings on vaccine safety were reported aside from claims it was “generally safe.” It is also worth noting that this “safety-focused” study only began in March and thus, to date, represents only an examination of the vaccine’s effects in the very short term.

Major media outlets in multiple countries ran with the headlines trumpeting that Moderna’s Covid-19 “shows promising early results” and has presented “encouraging early signs” because of its purported ability to produce Covid-19 antibodies in humans. In addition, these media reports failed to raise other simple yet necessary questions such as how a sample size of only eight people can translate into scientific findings of any real significance without further testing involving larger sample sizes. They also failed to note that the study in question is not even finished as a U.S. government press release noted that the findings in question are merely “interim results.” In addition, the study is being led by the U.S.’ National Institute of Allergy and Infectious Diseases (NIAID), itself headed by Dr. Anthony Fauci, who is a key figure in the U.S. government’s coronavirus response.

Though it is unclear if these “encouraging early signs” will be replicated in future tests of larger samples that are actually designed to test the vaccine’s effectiveness, the news is surely welcome to Moderna, given that their past mRNA vaccines failed to produce hardly any immune response at all, explaining why the company has never brought an mRNA vaccine to market in its entire history as a company.

However, since at least last fall, Moderna has sought to resolve this issue by adding “nanoparticles” to its mRNA vaccine, a modification financed by the Pentagon’s Defense Advanced Research Projects Agency (DARPA). Moderna is a “strategic ally” of DARPA and has received millions from DARPA and the Bill and Melinda Gates Foundation several years prior to the current coronavirus crisis. DARPA’s plans for nanoparticles and nanotechnology and their potentially Orwellian applications were the subject of a recent The Last American Vagabond report.

Thanks to the “interim results” of this new study, Moderna is set to take the lead in the race to gain government approval for a Covid-19 vaccine. Moderna had already pulled ahead of other Covid-19 vaccine candidates in recent weeks, being the first vaccine in the U.S. to go the human trials (after it was allowed to skip animal trials) and also enjoying strong support from the U.S. government. For instance, Moderna’s Covid-19 vaccine recently received fast-track approval from the Food and Drug administration (FDA) after receiving the “green light” to proceed to Phase 2 testing prior to the results of Phase 1 being published. Moderna’s president, Dr. Stephen Hoge, recently said the company now expects to begin the final third phase of testing sometime this summer.

In addition to support from the FDA, Moderna has also received considerable U.S. government funding ($438 million) from the Biomedical Advanced Research and Development Authority (BARDA), a division of HHS overseen by HHS’ Assistant Secretary for Preparedness and Response (ASPR) Robert Kadlec. Moderna has also stated that it is directly collaborating with the U.S. government to bring its vaccine candidate to market.

Moderna’s considerable lead has also been the result of backing that it received in January from the Coalition for Epidemic Preparedness Innovations (CEPI), which was founded in 2017 by the governments of Norway and India along with the World Economic Forum (WEF) and the Bill and Melinda Gates Foundation. Moderna’s Covid-19 vaccine has also received additional millions from long-time Moderna backer Bill Gates. Gates recently authored an article where he described Moderna’s mRNA vaccine for Covid-19 as the “most exciting” and discussed it at length.

A POWERFUL NETWORK OF POLITICAL OPERATIVES, A GLOBAL VACCINE MAFIA AND THEIR MAN IN WASHINGTON.

Last Friday, a group of Democratic Senators “demanded” that the Department of Health and Human Services (HHS) Assistant Secretary for Preparedness and Response (ASPR) Robert Kadlec, “accurately disclose all his personal, financial and political ties in light of new reporting that he had failed to do so previously” after it was revealed that he had failed to note all “potential conflicts of interest” on his nomination paperwork.

The report in question, published last Monday by The Washington Post, detailed the ties of Kadlec to a man named Fuad El-Hibri, the founder of a “life sciences” company first known as BioPort and now called Emergent Biosolutions. Kadlec had previously disclosed his ties to El-Hibri and Emergent Biosolutions for a separate nomination years prior, but had failed to do so when nominated to head ASPR.

Though The Post does note Kadlec’s recent failure to disclose these connections, the article largely sanitizes Kadlec’s earlier yet crucial history and even obfuscates the full extent of his ties to the BioPort founder, among other glaring omissions. In reality, Kadlec has much more than his ties to El-Hibri looming large as “potential conflict of interests,” as his decades-long career in shaping U.S. “biodefense” policy was directly enabled by his deep ties to intelligence, Big Pharma, the Pentagon and a host of corrupt yet powerful characters.

Thanks to a long and deliberate process to introduce biodefense policy, driven by Robert Kadlec and his sponsors, $7 billion dollars-worth of federally-owned vaccines, antidotes and medicines – held in strategically arranged repositories across the country in case of a health emergency – are now in the hands of one single individual. Those repositories, which compose the Strategic National Stockpile (SNS), are the exclusive domain of HHS’ ASPR, a post created under Kadlec’s watchful eye and tailored over the years to meet his very specific requirements.

From this perch, Robert Kadlec has final say on where the stockpile’s contents are sourced, as well as how, when and where they are deployed. He is the sole source procurer of medical material and pharmaceuticals, making him the best friend of Big Pharma and other healthcare industry giants who have been in his ear every step of the way.

Kadlec assures us, however, that the fact that he now holds the very office he worked so long to create is merely a coincidence. “My participation in the ASPR project began at that time when I was working for the chairman of the Subcommittee on Bioterrorism and Public Health Preparedness…The bill was made law and the ASPR was created. It just was a coincidence that, 12 or 14 years later, I was asked to become the ASPR,” Kadlec stated in 2018.

It was all a random twist of fate, Kadlec asserts, that saw him occupy ASPR at this crucial moment in U.S. history. Indeed, with the country now in the middle of a WHO-declared coronavirus pandemic, Kadlec now has full control over the far-reaching “emergency” powers of that very office, bestowed upon him by the very law that he had written.

The story of how a former USAF flight surgeon came to have the exclusive dealer license over the single biggest stash of drugs in the history of the world is as disturbing as it is significant in light of current events, particularly given that Kadlec now leads the coronavirus response for all of HHS. Yet, Kadlec’s rise to power is not a case of an evil mastermind conquering a uniquely vulnerable point of the nation’s resources. Instead, it is a case of a man deeply enmeshed in the world of intelligence, military intelligence and corporate corruption dutifully fulfilling the vision of his friends in high places and behind closed doors.

In this third installment of “Engineering Contagion: Amerithrax, Coronavirus and the Rise of the Biotech-Industrial Complex,” Kadlec is shown to hail from a tight-knit group of “bioterror alarmists” in government and the private sector who gained prominence thanks to their penchant for imagining the most horrific, yet fictitious scenarios that inspired fear among Presidents, top politicians and the American public. Among those fictitious scenarios was the “Dark Winter” exercise discussed in Part I.

Some of these alarmists, among them “cold warriors” from Fort Detrick’s days of openly developing offensive weapons, would engage in unsettling anthrax experiments and studies while developing suspect ties in 2000 to a company called BioPort. As noted in Part II of this series, BioPort stood to lose everything in early September 2001 due to controversy over its anthrax vaccine. Of course, the 2001 anthrax attacks that followed shortly thereafter would change everything, not just for BioPort, but U.S. biodefense policy. With the stage set, Kadlec would quickly spring into action, guiding major policy changes on the heels of subsequent major events and disasters, culminating in his crowning as King of the stockpile.

THE ACCIDENTAL MADMAN

Robert Kadlec describes himself as having been an “accidental tourist” regarding his introduction to biological warfare. An Air Force physician who had specialized in tropical diseases, Kadlec would later say his interest in the field began when he was assigned to be a special assistant for Chemical and Biological Warfare to the Joint Special Operations Command (JSOC), advising then-head of Special Operations Command Maj. Gen. Wayne Downing, on the eve of the first Gulf War.

Kadlec would later state that he had witnessed firsthand how the military, immediately prior to the Gulf War, had “lacked the necessary protective equipment, detectors, and medical countermeasures including vaccines and antibiotics against the immediate threats posed by Iraq,” allegedly prompting him to want to better U.S. biodefense efforts.

 

TECHNOLOGY DEVELOPED BY THE PENTAGON’S CONTROVERSIAL RESEARCH BRANCH IS GETTING A HUGE BOOST AMID THE CURRENT CORONAVIRUS CRISIS, WITH LITTLE ATTENTION GOING TO THE AGENCY’S ULTERIOR MOTIVES FOR DEVELOPING SAID TECHNOLOGIES, THEIR POTENTIAL FOR WEAPONIZATION OR THEIR UNINTENDED CONSEQUENCES.

In January, well before the coronavirus (Covid-19) crisis would result in lockdowns, quarantines and economic devastation in the United States and beyond, the U.S. intelligence community and the Pentagon were working with the National Security Council to create still-classified plans to respond to an imminent pandemic. It has since been alleged that the intelligence and military intelligence communities knew about a likely pandemic in the United States as early as last November, and potentially even before then.

Given this foreknowledge and the numerous simulations conducted in the United States last year regarding global viral pandemic outbreaks, at least six of varying scope and size, it has often been asked – Why did the government not act or prepare if an imminent global pandemic and the shortcomings of any response to such an event were known? Though the answer to this question has frequently been written off as mere “incompetence” in mainstream media circles, it is worth entertaining the possibility that a crisis was allowed to unfold.

Why would the intelligence community or another faction of the U.S. government knowingly allow a crisis such as this to occur? The answer is clear if one looks at history, as times of crisis have often been used by the U.S. government to implement policies that would normally be rejected by the American public, ranging from censorship of the press to mass surveillance networks. Though the government response to the September 11 attacks, like the Patriot Act, may be the most accessible example to many Americans, U.S. government efforts to limit the flow of “dangerous” journalism and surveil the population go back to as early as the First World War. Many of these policies, whether the Patriot Act after 9/11 or WWI-era civilian “spy” networks, did little if anything to protect the homeland, but instead led to increased surveillance and control that persisted long after the crisis that spurred them had ended.

Using this history as a lens, it is possible to look at the current coronavirus crisis to see how the long-standing agendas of ever-expanding mass surveillance and media censorship are again getting a dramatic boost thanks to the chaos unleashed by the coronavirus pandemic. Yet, this crisis is unique because it also has given a boost to a newer yet complimentary agenda that — if fulfilled – would render most, if not all, other government efforts at controlling and subduing their populations obsolete.

DARPA DYSTOPIA

For years, the Pentagon’s Defense Advanced Research Projects Agency (DARPA) has remained largely out of sight and out of mind for most Americans, as their research projects are rarely covered by the mainstream media and, when they are, their projects are often praised asbringing science fiction movies to life.” However, there have been recent events that have marred DARPA’s often positive portrayal by media outlets, which paint the agency as a beacon of scientific “progress” that has “changed the world” for the better.

For instance, in 2018, a group of European scientists accused the DARPA’s “Insect Allies” program of actually being a dystopian bioweapons program that would see insects introduce genetically modified viruses into plants to attack and devastate a targeted nation’s food supply. DARPA, of course, maintained that its intent to use these insects to genetically modify plants was instead about “protecting” the food supply. Regardless of DARPA’s assertions that it is merely a “defensive” program, it should be clear to readers that such a technology could easily be used either way, depending on the wielder.

Though DARPA’s futuristic weapons of war often get the most attention from media, the agency has long standing interests in tinkering with, not just the biology of plants, but of humans. DARPA, which is funded to the tune of approximately $3 billion a year, has various avenues through which it pursues these ambitions, with many of those now under the purview of the agency’s “Biological Technologies Office” (BTO), created in 2014. As of late, some of DARPA’s human biology and biotech projects at its BTO have been getting a massive PR boost thanks to the current coronavirus crisis, with recent reports even claiming that the agency “might have created the best hopes for stopping Covid-19.”

Most of these technologies garnering positive media coverage thanks to Covid-19 were developed several years ago. They include the DARPA-funded platforms used to produce DNA and RNA vaccines, classes of vaccine that has never been approved for human use in the U.S. and involve injecting foreign genetic material into the human body. Notably, it is this very class of vaccine, now being produced by DARPA-partnered companies, that billionaire and global health “philanthropist” Bill Gates recently asserted has him “most excited” relative to other Covid-19 vaccine candidates. Yet, key aspects regarding these vaccines and other DARPA “healthcare” initiatives have been left out of these recent positive reports, likely because they provide a window into what is arguably the agency’s darkest agenda.

“IN VIVO NANOPLATFORMS”

In 2006, DARPA announced its Predicting Health and Disease (PHD) program, which sought to determine “whether an individual will develop an infectious disease prior to the onset of symptoms.” The PHD program planned to accomplish this by “identifying changes in the baseline state of human health through frequent surveillance” with a specific focus on “viral, upper respiratory pathogens.”

Three years later, in 2010, DARPA-funded researchers at Duke University created the foundation for this tool, which would use the genetic analysis of blood samples to determine if someone is infected with a virus before they show symptoms. Reports at the time claimed that these “preemptive diagnoses” would be transmitted to “a national, web-based influenza map” available via smartphone.

In the first half of the call, Maria discusses her horrific experience at Wexner’s guest house, witnessing preparations for Ghislaine Maxwell and Jeffrey Epstein to receive then-President Clinton on more than one occasion in 1995 and how Ivana Trump, President Trump’s ex-wife, frequently accompanied Ghislaine Maxwell when she went to recruit pre-teen girls for Epstein, among many other claims that can and have been corroborated by existing evidence and other interviews Whitney Webb has conducted in relation to the Epstein case. In addition, Maria provided Whitney with a copy of her drivers license with Wexner’s address, which she discusses in the phone call, and this will also be released in the coming days.

One notable comment that Maria makes is regarding the man whom she calls the “holy grail” of the Epstein case, Epstein and Maxwell’s longtime chef, Andy Stewart. Maria refers to him as “Chef Andy” in the phone call. Andy Stewart died suddenly on April 7 as Maria’s lawyers were seeking to subpoena him for information on the case, and Maria and her lawyers were unaware of his untimely death until after her phone call with Whitney.

LAST YEAR, A GOVERNMENT COMMISSION CALLED FOR THE US TO ADOPT AN AI-DRIVEN MASS SURVEILLANCE SYSTEM FAR BEYOND THAT USED IN ANY OTHER COUNTRY IN ORDER TO ENSURE AMERICAN HEGEMONY IN ARTIFICIAL INTELLIGENCE. NOW, MANY OF THE “OBSTACLES” THEY HAD CITED AS PREVENTING ITS IMPLEMENTATION ARE RAPIDLY BEING REMOVED UNDER THE GUISE OF COMBATING THE CORONAVIRUS CRISIS.

Last year, a U.S. government body dedicated to examining how artificial intelligence can “address the national security and defense needs of the United States” discussed in detail the “structural” changes that the American economy and society must undergo in order to ensure a technological advantage over China, according to a recent document acquired through a FOIA request. This document suggests that the U.S. follow China’s lead and even surpass them in many aspects related to AI-driven technologies, particularly their use of mass surveillance. This perspective clearly clashes with the public rhetoric of prominent U.S. government officials and politicians on China, who have labeled the Chinese government’s technology investments and export of its surveillance systems and other technologies as a major “threat” to Americans’ “way of life.”

In addition, many of the steps for the implementation of such a program in the U.S., as laid out in this newly available document, are currently being promoted and implemented as part of the government’s response to the current coronavirus (Covid-19) crisis. This likely due to the fact that many members of this same body have considerable overlap with the taskforces and advisors currently guiding the government’s plans to “re-open the economy” and efforts to use technology to respond to the current crisis.

The FOIA document, obtained by the Electronic Privacy Information Center (EPIC), was produced by a little-known U.S. government organization called the National Security Commission on Artificial Intelligence (NSCAI). It was created by the 2018 National Defense Authorization Act (NDAA) and its official purpose is “to consider the methods and means necessary to advance the development of artificial intelligence (AI), machine learning, and associated technologies to comprehensively address the national security and defense needs of the United States.”

The NSCAI is a key part of the government’s response to what is often referred to as the coming “fourth industrial revolution,” which has been described as “a revolution characterized by discontinuous technological development in areas like artificial intelligence (AI), big data, fifth-generation telecommunications networking (5G), nanotechnology and biotechnology, robotics, the Internet of Things (IoT), and quantum computing.”

However, their main focus is ensuring that “the United States … maintain a technological advantage in artificial intelligence, machine learning, and other associated technologies related to national security and defense.” The vice-chair of NSCAI, Robert Work – former Deputy Secretary of Defense and senior fellow at the hawkish Center for a New American Security (CNAS), described the commission’s purpose as determining “how the U.S. national security apparatus should approach artificial intelligence, including a focus on how the government can work with industry to compete with China’s ‘civil-military fusion’ concept.”

The recently released NSCAI document is a May 2019 presentation entitled “Chinese Tech Landscape Overview.” Throughout the presentation, the NSCAI promotes the overhaul of the U.S. economy and way of life as necessary for allowing the U.S. to ensure it holds a considerable technological advantage over China, as losing this advantage is currently deemed a major “national security” issue by the U.S. national security apparatus. This concern about maintaining a technological advantage can be seen in several other U.S. military documents and think tank reports, several of which have warned that the U.S.’ technological advantage is quickly eroding.

The U.S. government and establishment media outlets often blame alleged Chinese espionage or the Chinese government’s more explicit partnerships with private technology companies in support of their claim that the U.S. is losing this advantage over China. For instance, Chris Darby, the current CEO of the CIA’s In-Q-Tel, who is also on the NSCAI, told CBS News last year that China is the U.S.’ main competitor in terms of technology and that U.S. privacy laws were hampering the U.S.’ capacity to counter China in this regard, stating that:

“[D]ata is the new oil. And China is just awash with data. And they don’t have the same restraints that we do around collecting it and using it, because of the privacy difference between our countries. This notion that they have the largest labeled data set in the world is going to be a huge strength for them.”

In another example, Michael Dempsey – former acting Director of National Intelligence and currently a government-funded fellow at the Council on Foreign Relations – argued in The Hill that:

“It’s quite clear, though, that China is determined to erase our technological advantage, and is committing hundreds of billions of dollars to this effort. In particular, China is determined to be a world leader in such areas as artificial intelligence, high performance computing, and synthetic biology. These are the industries that will shape life on the planet and the military balance of power for the next several decades.”

 

PRESIDENT TRUMP HAS CLAIMED THAT THE U.S. NO LONGER NEEDS FOREIGN OIL AND IS “ENERGY INDEPENDENT.” YET, NOW THE U.S. SHALE OIL INDUSTRY FACES NEAR TOTAL RUIN, MEANING THAT ANOTHER “WAR FOR OIL” COULD BE IN OUR FUTURE. WITH TRUMP AGAIN TAKING AIM AT VENEZUELA, WE MAY BE CLOSER TO WAR THAN WE THINK.

On Sunday, President Trump praised a deal reached largely by Saudi Arabia and Russia, two of the top oil producers in the world who together dominate the Organization of the Petroleum Exporting Countries (OPEC), saying that the agreed upon production cuts would “save hundreds of thousands of energy jobs in the United States.”

Despite the president’s rosy tone, most analysts have called the agreement – which presumably will freeze the Saudi-Russian oil price war that broke out last month – “too little too late” and have noted that a slew of bankruptcies from the U.S. shale oil industry are inevitable, despite the actions that have been taken. Even the Federal Reserve has stated that around 40% of domestic shale companies now face bankruptcy in just a few months if the price of oil remains under $30, a figure it is unlikely to pass for some time due to slumping demand caused by global lockdowns, among other factors that have emerged as the current coronavirus (Covid-19) crisis has played out. Trump has since fielded the possibility of imposing tariffs on oil imports to drive up oil prices and favor the domestic consumption of U.S. shale oil, but it remains to be seen if that policy will materialize.

Michael Hudson, President of The Institute for the Study of Long-Term Economic Trends (ISLET), a former Wall Street financial analyst and Distinguished Research Professor of Economics at the University of Missouri, told The Last American Vagabond that, not only are numerous shale oil companies set to go out of business, but the entire shale oil industry in the U.S. “can’t be saved.”

“We have peak shale oil,” Hudson stated, “It was always an awful idea … It’s an over indebted sector and is one of the first to go.” Hudson further asserted that the U.S. government’s “nurturing” of the shale oil sector in recent years was chiefly aimed at targeting Russia’s oil industry by driving down global oil prices, calling it an unsuccessful “anti-Russian cold war campaign” that has since backfired. He added that Trump’s recent overtures with respect to the shale oil industry are likely aimed at “making an excuse to give huge loans to the shale oil producers, as if it’s to keep them in business, and then they [the oil companies] are just going to pay the loans to themselves and go out of business. It’s a cover story for a huge corporate giveaway before this sector falls and goes bankrupt.”

Thus, the imminent reckoning for shale oil in the U.S. is unlikely to be stopped, despite the new production cuts and Trump’s efforts last month to set aside billions for the purchase of shale oil for the Strategic Petroleum Reserve (SPR), a move critics labeled as a bail-out for domestic “Big Oil” producers. In addition, the fate of U.S. shale oil is compounded by the possibility that the production cuts will not hold and that the oil price war between Saudi Arabia and Russia could flare up again at any time. Previous yet recent OPEC-brokered deals of a similar nature have ended in this way, and it is very possible – if not likely – that it will happen again.

With oil extremely cheap at the moment, some of the issues raised by shale oil bankruptcies are not necessarily of immediate concern while demand remains low. Yet, if enough U.S. domestic oil producers go bankrupt, once current lockdowns are relaxed and oil demand creeps back up to relatively normal levels, there will be less domestic oil available, despite the SPR. As a result, the U.S. will again have to look more to other countries in order to make up the difference. Though the media thus far has explored the economic effects of this eventuality, less attention – if any – has been given to how it will impact U.S. foreign policy.

For years, President Trump has publicly claimed on several occasions that U.S. foreign policy objectives in the Middle East were no longer guided by oil due to the U.S. having obtained “energy independence,” “independence” that relies heavily on U.S. shale oil production. However, critics – including Michael Hudson – have long charged that this claim of energy independence is a “deliberate falsification.” Such claims are also supported by the fact that U.S. foreign policy in Iraq, Syria and elsewhere has remained linked to oil in key ways during this period of so-called “domestic energy independence” under Trump. Yet, the bankruptcies of 40% (or perhaps more) of U.S. shale oil producers would likely greatly increase the role oil plays in guiding U.S. foreign policy.

While there are many reasons as to why oil has long been a key factor in U.S. foreign policy (with the petrodollar ranking chief among them), another often overlooked reason is the U.S. military’s heavy reliance on oil. Indeed, the U.S. military is the largest institutional purchaser and consumer of oil in the world and, therefore, securing a reliable, stable and –ideally – geographically nearby source of oil has long been deemed a critical, strategic objective by the Pentagon.

The Pentagon has said as much on numerous occasions, stating recently that “… longer operating distances, remote and austere geography, and anti-access/area denial threats [areas or nations unfriendly to the U.S.] are challenging the Department’s ability to assure the delivery of fuel. As the ability to deliver energy is placed at risk, so too is the Department’s ability to deploy and sustain forces around the globe.”

In other words, long distances from fuel sources as well as fuel sources located in or near areas/nations that are hostile to the U.S. directly threaten U.S. empire and its global military presence. In addition, control and influence over global oil flows has long been a key component of military strategy, as noted in the “Wolfowitz Doctrine.”

 

THE THREE COMPANIES BEHIND THE LEADING PROPOSAL TO BUILD A “NATIONAL CORONAVIRUS SURVEILLANCE SYSTEM”, AN INITIATIVE SPEARHEADED BY JARED KUSHNER, BOAST DEEP TIES TO GOOGLE, INTELLIGENCE-LINKED VENTURE CAPITAL FIRMS AS WELL AS ONE OF LAST YEAR’S EERILY PREDICTIVE “PANDEMIC” SIMULATIONS.

On April 7, Politico reported that the President’s son-in-law Jared Kushner was spearheading an all-private sector taskforce that aims to build a “national coronavirus surveillance system” in order to “give the government a near real-time view of where patients are seeking treatment and for what.”

This proposed nationwide network, according to that report, would be used to better inform government decision-making regarding which parts of the United States may “safely relax social-distancing rules” and those that may not. Politico treaded lightly in its discussion of such a system’s likely effects on civil liberties, but did note that some critics have compared this proposed system “to the Patriot act enacted after the 9/11 attacks.”

According to Politico, three companies collectively sent out a memo on March 22 to three administration officials – Jared Kushner, Vice President Mike Pence and Secretary of the Department of Health and Human Services Alex Azar. The memo was “widely circulated” throughout the administration relative to other submitted proposals. Those companies – Collective Medical, PatientPing and Juvare – asserted in the memo that they could collectively “supply the government with information on where and how many patients are seeking care across 80 percent of the U.S. ‘in short order.’”

Two of those companies, Collective Medical Technologies and PatientPing, declined to comment on the memo and its contents. A representative from Juvare, however, stated that the company has “spoken with officials across several federal agencies including FEMA, HHS and the CDC about its various emergency preparedness and data tools.”

Though the article downplayed the privacy concerns such a system would create, it failed to note the direct and troubling ties of these three companies, not only to Silicon Valley giants with dubious records regarding data privacy and coordination with U.S. intelligence agencies, but also ties to controversial simulations that took place last year and seemingly predicted the current coronavirus crisis.

COLLECTIVE MEDICAL TECHNOLOGIES

Utah-based Collective Medical Technologies is currently the nation’s largest “healthcare collaboration network” and was recently described by Forbes as having “conquered emergency rooms on a bootstrap.” Its current CEO, Chris Klomp, worked at the Mitt Romney-founded Bain Capital, whose alumni also include Israeli Prime Minister Benjamin Netanyahu and current CEO of Google’s YouTube Susan Wojicki.

One of Collective Medical’s largest investors is the venture capital firm Kleiner Perkins, which poured $47.5 million into the company in 2017. Kleiner Perkins, an early investor in both Google and Amazon, counts former Secretary of State Colin Powell among its “strategic advisors” and has managed a $200 million “pandemic and biodefense fund” since 2006 that has been coordinated in part with the World Health Organization. That same year, Dr. Thomas Monmath, former chief of the Fort Detrick bioweapon lab’s Virology Division and former senior science advisor to the CIA, also joined Kleiner Perkins to help “advance innovation” in relation to this specific fund. Dr. Monmath is also a former executive at an Emergent Biosolutions subsidiary.

Kleiner Perkin’s pandemic fund has heavily invested in companies that compose the Emergent Biosolutions-run Alliance for Biosecurity, such as BioCryst Pharmaceuticals, as well as NovaVax, which recently entered into a major partnership with Emergent Biosolutions to produce a coronavirus vaccine. Emergent Biosolutions, one of the most scandal ridden vaccine companies in the country with deep ties to the U.S. government and the Pentagon, is the subject of an investigation recently published by The Last American Vagabond.

PATIENTPING

Boston-based PatientPing is another company in this private sector triad lobbying to form a new national “health” surveillance system in the name of combatting the coronavirus epidemic. Founded by Jay Desai and David Berkowicz, PatientPing is a technology company focused on information-sharing in order to create a “healthcare collaboration network.” The company’s first lead investor was Google Ventures, often referred to in press releases and media reports simply as “GV.” Dr. Krishna Yeshwant of Google Ventures sits on PatientPing’s board and he also led GV’s investment in Editas Medicine, the CRISPR gene-editing start-up backed by Bill Gates and his former scientific advisor Boris Nikolic.

In August 2001, biopharmaceutical company BioPort faced imminent disaster. A series of company scandals, controversial federal bail-outs and severe, adverse health reactions among U.S. troops were causing both Congress and the Pentagon to reconsider its multi-million dollar contract to provide the military with an anthrax vaccine.

Formed for the sole purpose of acquiring a publicly-owned company in Michigan that held the exclusive license to manufacture the only FDA-approved anthrax vaccine in the United States, BioPort sought to quickly expand the size and scope of its contracts with the U.S. military. This strategy was made possible thanks to the former head of the Joints Chiefs of Staff, Adm. William Crowe, who would prove highly instrumental in the rise of BioPort’s vaccine monopoly and its subsequent, aggressive hiring of former government officials as lobbyists.

Yet, soon after scoring these multi-million dollar contracts and securing a monopoly on anthrax vaccines, BioPort would claim that they were flailing financially and would subsequently be bailed out to the tune of $24 million at the Pentagon’s request, which cited “national security concerns” as justification.

However, Pentagon auditors had found that much of the money awarded to BioPort was unaccounted for and the money they were able to trace had failed to go towards renovating their vaccine production facility, which had lost its license until numerous sanitary problems (sanitary and otherwise) were fixed. Meanwhile, scores of soldiers who had suffered ill health effects from BioPort’s anthrax vaccine, some disabled for life, began speaking out, bringing BioPort’s most critical product and chief source of income under unwanted scrutiny.

While BioPort seemingly faced imminent ruin from these and other scandals in August 2001, the 2001 anthrax attacks that followed a month later came at just the right time for the company, as demand for their anthrax vaccine soon skyrocketed, resulting in new lucrative government contracts. Their license was also quickly renewed thanks to intervention from the Department of Health and Human Services (HHS) despite many of the problems with its production facility persisting.

Though they were conveniently rescued by the unfortunate events of 2001, BioPort would soon lobby for larger contracts than ever before, calling for a massive increase in government purchases of their controversial anthrax vaccine. Riding the fear caused by the 2001 anthrax attacks, they pushed for the government to stockpile anthrax vaccines, not just for the military, but for civilians, postal workers, police and many more who could potentially be put in harm’s way were the anthrax attacks to repeat themselves.

One of their biggest proponents of expanding BioPort’s contracts was working for HHS at the time — Jerome Hauer, a man who not only had foreknowledge of the anthrax attacks, but had also participated in the Dark Winter simulation that would also predict those same attacks just months prior. Hauer would, months later, be appointed to a newly created position at HHS, one which oversaw the new biodefense stockpile from which BioPort would be a major beneficiary.

BioPort would be then renamed and repackaged as Emergent Biosolutions in 2004. It would then hire even more well-connected lobbyists and add several big names from government and the private sector to its board. One of these “big names” was none other than Jerome Hauer, who was added to Emergent’s board soon after leaving HHS. Hauer still remains a company director and sits on three of its corporate governance committees.

Not only did Emergent Biosolutions profit from national anthrax fears, they would also cash in on subsequent pandemic panics and later receive substantial backing from the Bill Gates-backed Coalition for Epidemic Preparedness Innovations (CEPI). They would then turn their attention to the still-raging opioid addiction and overdose crisis by buying rights to the only drug approved for treating opioid overdoses at the scene while also suing any and all generic producers of this crucial, life-saving treatment.

Given its history, it should come as little surprise that Emergent Biosolutions is now set to profit from the Coronavirus (Covid-19) crisis. They are particularly well-suited to make record profits off of Covid-19, as they are backing not one, but two, vaccine candidates as well as an experimental blood plasma treatment already approved for trials in New York state, thanks in part to Jerome Hauer’s old boss, New York governor Andrew Cuomo. As noted in a previous article for The Last American Vagabond, the other main companies developing Covid-19 vaccines in the U.S. are strategic partners of the controversial Pentagon research agency DARPA, which has become increasingly aligned with HHS in recent years thanks to another Dark Winter participant, Robert Kadlec.

In this second installment of the series “Engineering Contagion: Amerithrax, Coronavirus and the Rise of the Biotech-Industrial Complex,” Emergent Biosolution’s rise to prominence, made possible through acts of blatant corruption and the public-private revolving door, will be explored. The clear nexus between Big Pharma, Government and University-affiliated “Biosecurity Centers” offers a startling look into the Biotech-Industrial Complex that has long dominated U.S. biodefense policy and is now guiding much of the U.S. government’s response to the Coronavirus crisis.

A BIO THREAT IS BORN

For half a century, Vladimir Pasechnik had been a model Soviet citizen, with his scientific prowess in the field of bioweapons earning him an honorary rank of general. However, having been granted such a title didn’t seem to inspire much loyalty when he made a call to the British embassy from a phone booth in France in 1989. The famed microbiologist subsequently defected to England, a decision that preceded the fall of the Berlin Wall by a matter of months. Yet, few could have provided a more riveting view behind the Iron Curtain than Pasechnik, who regaled Whitehall with shocking tales of monstrous pathogens engineered as part of the Biopreparat, communist Russia’s top secret biological weapons program.

Pasechnik’s MI6 handler, Christopher Davis, shared all of the intelligence gathered with his counterparts in the United States, including claims that Biopreparat programs had developed antibiotic-resistant strains of anthrax, tularemia and botulinum toxin. Ancient diseases like the plague had also been modified, according to Davis. When the stories ran out, Pasechnik was given a job at Britain’s own biodefense facilities at Porton Down, where he would remain for another decade before branching out and founding his own biotech firm.
