類、植物抽出物等様々な物質が研究されているが、これ
ら保湿力の高い保湿成分は不快なベタツキを有してお
り、感触が重くなるという欠点があった。また、これら
成分は一般に水溶性であることから使用後に水洗い等を
すると簡単に流れ落ちてしまい、再度使用しないと保湿
効果が得られなかった。それらの中で、木通(モクツ
ウ)はアケビまたはその他同属植物の蔓性の茎を採取
し、輪切りにして乾燥させたもの等を古来より漢方薬の
成分として用いられてきた生薬であり、ストレス胃潰瘍
発生予防効果{薬第95巻1179頁(1975
年)}、利尿作用{Chem.Phar.Bull.第
27巻1464頁(1979年)}、抗炎症作用{日本
薬学会第90年会発表講演要旨集(1970年)}を有
することが公知である。そして、特開昭64−4241
1号公報および特開平8−133956号公報において
その抽出エキスが高い美白効果を有することが示されて
おり、その抽出エキスを使用した美白効果の高い化粧料
や皮膚外用剤が提案されている。さらに、特開平10−
7581号公報において木通(モクツウ)の抽出エキス
が皮膚保湿能力を高める作用を有することが示されてお
り、その抽出エキスを含有した保湿効果の高い皮膚外用
剤が提案されている。また、レンゲソウはマメ科の2年
草であり、この抽出エキスにおいても高い保湿作用、美
白作用、細胞賦活作用等を有することが判っている。そ
して、特開平1−117814号公報においてこのエキ
スを使用した化粧料が提案されている。しかし、これら
木通抽出エキスやレンゲソウ抽出エキスを配合した化粧
料や皮膚外用剤は、経時で着色や沈殿を生じたりして安
定性が悪いだけでなく少なからずべたつきを有して感触
が悪くなり易く、しかも肌荒れ改善効果や肌にはりを与
える効果が弱かった。さらに、使用後に水洗い等をする

範囲を超えて配合されていることから、使用時ののびが
極端に悪くなっており、比較例4、比較例5ではb.成
分の構成比が本発明の範囲を外れていることから保湿効
果の持続性、肌荒れ改善効果および水洗い後の保湿効果
が悪くなっている。さらに、比較例6、比較例7では
b.成分に変えてムコ多糖類であるヒアルロン酸ナトリ
ウムが配合されていることから使用後のべたつき、肌荒
れ改善効果、肌にはりを与える効果が弱くなるとともに
