Geschwindigkeitsüberschreitungen im Straßenverkehr gehören mittlerweile zum Alltag. Besonders in kleineren Ortschaften oder Gemeinden in ländlichen Gebieten mit Durchgangsstraßen werden diese Verkehrsvergehen mit Missmut betrachtet. Neben der Unfallgefahr sind die Anwohner auch von Abgas- und Lärmbelästigung betroffen.
Zur Zeit beschränken sich die behördlichen Maßnahmen auf die sporadische Überwachung des fließenden Verkehrs mit Hilfe von mobilen Radarmesseinrichtungen in Pkw oder als Stativ- bzw. Handgeräte. Da die Standorte dieser mobilen Messeinrichtungen nach Warnungen privater Radiostationen oft wechseln, ist die Absenkung der Durchschnittsgeschwindigkeit der Kraftfahrzeuge nur von kurzer Dauer.Exceeding the speed limit in traffic has become a part of everyday life. Mit dieser stationären, ständig aktiven Messeinrichtung wird erreicht, dass die durchschnittliche Geschwindigkeit der Kraftfahrzeuge sich der zulässigen Höchstgeschwindigkeit dauerhaft annähert. Das System ermittelt die Geschwindigkeit der Kraftfahrzeuge über in den Fahrbahnbelag eingelassene Induktionsschleifen. Bei einem Überschreiten der zulässigen Höchstgeschwindigkeit liefert die digitale Kamera eine Bildsequenz des Tatfahrzeuges, welche mit den zugehörigen Daten (Ort, Datum, Uhrzeit, ermittelte Geschwindigkeit) als geschlossene Datei auf einer Festplatte abgelegt wird. Diese Dateien werden in regelmäßigen Abständen über Mobilfunknetze von einem Zentralrechner abgefragt und an die zuständigen Behörden weitergeleitet, wobei das Kfz-Kennzeichen für die Halterermittlung aus dem Tatfoto separiert wird.
