EVM: verify chainId before injecting operations

Context

If an invalid transaction is sent from metamask to the proxy, the transaction will be marked as pending. We need to identify if an operation can be included as soon as possible. One criteria of validity is the chainId, if the chainid is not correct the operation has to be rejected.
