Epic: Upgrade of Postgres server to latest 14.x minor revision

At time of writing, 14.7 is the latest version of the series.

#590 'Research Postgres 15 server enhancements' may be of higher priority than this, depending on the output of sub-issue #586 'Plan upgrade path to latest version of Postgres 14'

Tasks:

1. #586: Review Postgres changelog for each minor version on the 14.x series
2. #586: See #511 for version 14.5, which is the starting point.
3. #586: Create tickets for 14.6 and 14.7 based on the outcome of point 1.
4. #588: Test the docker-compose.yml file modifications in series, in the Development environment.
5. #588: If any unexpected problems occur, restore from backup Docker volume and revise migration plan.
6. #586: Compose a consolidated plan to do all minor version upgrades in a single maintenance event
7. #511: Schedule a maintenance window for the Production environment.
8. #511: Execute migrations in series in that maintenance window.
