Известно, что в настоящее время основным платёжным средством являются бумажные купюры и металлические монеты (см., например, патент РФ N° 2194426 МГЖ А 44 С 21/00), а сбор налогов производится путём прослеживания различных платёжных действий и составления многочисленных документов (доказывающих и оправдывающих ... ) с большими затратами трудового времени. Это приводит к тому, что увеличение экономической деятельности среди беднейших слоев населения приводит к росту инфляции, а внимание государственных деятелей приковано к крупным корпорациям, у которых более эффективно снимаются налоги. Т.е. бедность заложена в самом механизме обращения денег и сбора налогов. С другими платёжными средствами, типа магнитных карт, платежи осуществляют путём контакта со специальными, не похожими на них устройствами.
