As shown in fig. 2, the monitoring and early warning system (monitoring platform) of the target area provided by the present invention includes: the system comprises a monitoring overview module 10, a GIS video monitoring module 20, an early warning module 30, a basic configuration module 40 and a system setting module 50. The target area is provided with at least one camera for carrying out video monitoring on the target area. There may be a plurality of target regions. The monitoring and early warning system is in communication connection with at least one mobile terminal.
The GIS video monitoring module 20 is configured to obtain real-time video monitoring data from a camera disposed in a target area.
The early warning module 30 is configured to process the real-time video monitoring data, determine whether a target object exists in the real-time video monitoring data, if so, establish an early warning task and generate early warning information, and display the early warning information to allow a manager to confirm whether the early warning information is true. The early warning information at least comprises an identification of a camera generating the real-time video monitoring data.
After the early warning information confirms that the information is authentic, the early warning module 30 sends an alarm notification to the mobile terminal for processing by an executive, wherein the alarm notification includes an identifier of the camera and/or an address corresponding to the identifier.
The management personnel and the executive personnel can be the same person or different persons, usually different persons, the management personnel can manage a plurality of target areas, the executive personnel only need to go to the position of the camera to dispose after receiving the alarm notification, the manpower dependence is reduced, and the monitoring efficiency is improved.
As shown in fig. 1, the monitoring and early warning system may be disposed on a management terminal 1, where the management terminal 1 is a device with computing capability, for example, it may be different types of computers such as a desktop computer, a notebook computer, and a tablet computer, and may also be a server, and may also be a terminal with computing capability such as a mobile phone. The management terminal 1 is in communication connection with one or more mobile terminals 2 through a network and is also in communication connection with cameras of each target area, and the management terminal 1, the mobile terminals 2 and the cameras form a supervision network of the target areas. The management terminal 1 further comprises a human-computer interaction device. The human-computer interaction device is used for performing human-computer interaction, namely receiving input and output visual information of a user; the input of the user can be received by a keyboard, an operating button, a mouse, a track ball and the like, and a touch screen integrated with a display can also be adopted; the display can be used for outputting visual information.
As shown in fig. 3, the process of monitoring and early warning the target area by the monitoring and early warning system includes the following steps:
Specifically, the GIS video monitoring module 20 displays a GIS (geographic information system) map 220 on the display interface, where the GIS map 220 includes at least one target area. The target area can be various geographical areas, such as a water source area, a school, a wild animal protection area and the like, and can be set according to requirements. In this embodiment, a description will be given taking a target area as a drinking water source as an example, and a target object correspondingly includes a person. The GIS video monitoring module 20 displays the distribution of the cameras in each target area on the GIS map 220, for example, displays an icon a of the camera in each target area on the GIS map 220; in an alternative embodiment, the identifier B of each camera may also be displayed at a position adjacent to the GIS map 220. The manager can select the identification B of the camera or select the icon A of the camera through the man-machine interaction device, and therefore the manager sends out an instruction for selecting the camera on the GIS map. When the man-machine interaction device receives an instruction for selecting a camera on the GIS map, the GIS video monitoring module 20 displays a real-time video image shot by the camera, so that a manager can actively monitor each target area.
The GIS video monitoring module 20 is further configured to display, on a display interface, the distribution of each target area and administrative division information of each target area, so as to facilitate monitoring and management by a manager. The GIS video monitoring module 20 is further configured to display search options on the display interface, and a manager can search for a video image shot by a corresponding camera according to a camera identifier or a camera address, and can search for a historical video image according to time, so as to facilitate recording and tracing. The manager can search the camera identification corresponding to the target area, the geographical position of the target area and the like according to the name of the target area.
And 2, processing the real-time video monitoring data by the early warning module 30, judging whether a target object exists in the real-time video monitoring data, if so, entering the step 3, and otherwise, returning to the step 1.
Specifically, the early warning module 30 extracts at least one frame of image from the real-time video image of the real-time video monitoring data. Whether a target object exists in the real-time video image or not is judged according to the frame image, and various modes are provided. For example, the early warning module 30 performs image recognition on the extracted image, determines whether an image of a person exists in the extracted image, if so, proceeds to step 3, otherwise, returns to step 1. For another example, the early warning module 30 inputs the extracted image into a machine learning model or a deep learning model trained in advance, obtains a result of whether an image of a person exists from the machine learning model or the deep learning model, and if so, enters step 3, otherwise, returns to step 1.
And 3, the early warning module 30 establishes an early warning task and generates early warning information, and displays the early warning information so that a manager can confirm whether the early warning information is true or not. The early warning task may be a preset early warning flow, for example, which determines a flow of the early warning task from the management terminal 1 → the mobile terminal 2 → the management terminal 1. The state of the early warning task reflects the handling condition of the early warning information, for example, if the early warning task is not finished, the early warning is being handled, and if the early warning task is finished, the early warning is finished. The early warning information at least comprises an identification of a camera generating the real-time video monitoring data. In other words, after recognizing that someone intrudes into the water source, the early warning module 30 displays the early warning information on the display interface in the form of early warning information, and establishes a corresponding early warning task. And then the manager calls the video image of the camera according to the identification of the camera to confirm. For the convenience of the manager, the warning information may further include the at least one frame of image extracted by the warning module 30, or the real-time video image, as shown in fig. 5, which is convenient for the manager to view and confirm. The early warning information can also comprise an early warning number, an early warning type, early warning time, an early warning subject, early warning content and the like. In order to facilitate the management of the early warning task by the manager, the early warning information is displayed on the display interface, and meanwhile, an option of judging whether the early warning information is real or not is provided for the manager to select, for example, a 'false alarm' option and a 'distribution' option in fig. 5 are provided, and if no person exists in a video image or a video image frame, the manager selects the 'false alarm' to confirm that the early warning information is not real; and if the video image or the video image frame contains people, selecting 'serving' to confirm that the early warning information is true. The early warning information is displayed on the display interface, and meanwhile, the items of the processing opinions of the early warning task, the flow of the early warning task (the next step in fig. 5), the processing time limit of the early warning task, the executive personnel (the processing personnel in fig. 5) and the like are provided for the manager to edit or select. Therefore, when the manager confirms the authenticity of the early warning information, the manager can further give a processing suggestion, appoints an executive person, such as a responsible person in a large team or a responsible person in a water area, and transfers the early warning task flow to the responsible person in the large team or the responsible person in the water area.
After the manager fills or selects the information, the manager confirms the submission, thereby determining whether the early warning information confirms the authenticity or confirms the non-authenticity, if the authenticity is confirmed, the step 4 is carried out, and if the non-authenticity is not confirmed, the step 6 is carried out.
The early warning module 30 displays the early warning information, not only displays the early warning information, but also can send out sound alarm, light alarm and the like to prompt the manager to confirm. Therefore, the on-line working mode of the manager can manage a plurality of water source places, the efficiency is improved, and the backtracking is convenient to carry out.
The above relates to a process of automatically establishing an early warning task and generating early warning information, and in an optional embodiment, the early warning task may be manually established and the early warning information may be generated. For example, after the human-computer interaction device receives an instruction for establishing an early warning task, blank early warning information is displayed on a display interface, input or selected information of a manager is received as early warning information, and the subsequent early warning module 30 sends an alarm notification to a mobile terminal in communication connection with the management terminal for processing by an executive.
And 4, after the early warning information confirms the authenticity, the early warning module 30 sends an alarm notification to the mobile terminal in communication connection with the management terminal for processing by an executive. For example, each executive is assigned with a mobile terminal associated with the executive, and the mobile terminal of the executive is also associated with a mobile terminal for managing the executive; the early warning module 30 sends an alarm notification to the mobile terminal of the executive and the associated mobile terminal according to the executive in the early warning information. The alarm notification includes the identification of the camera and/or the address corresponding to the identification of the camera, and is usually displayed in text. Usually, the address of the camera can be known by an executive person according to the identification of the camera, so that the executive person can stop and drive the intruder at the scene at the first time, and relevant fishing tools and the like can not be collected.
Therefore, the executive personnel can be in a standby state and act after receiving the alarm notification without checking video images in the whole process, the time of the executive personnel is saved, the workload is reduced, the executive personnel can manage a larger area and a larger number of target areas, and the efficiency is improved.
The mobile terminal 2 may be a portable device with computing processing capabilities, for example, it may be a tablet computer, a mobile phone, a smart wearable device, or the like. Is convenient for the executive personnel to carry about.
The mobile terminal 2 includes: a first communication module and a processor. The first communication module is used for communicating with the management terminal. The processor of the mobile terminal is used for receiving the early warning task sent by the management terminal and the corresponding warning notice through the first communication module. The alert notification may be only a reminder notification or may include some or all of the contents of the early warning message. The mobile terminal 2 further comprises a speaker for sounding an alarm to alert an implementer when an alarm notification is received. The mobile terminal 2 may also send out a flashing alarm to alert the practitioner upon receiving an alarm notification via a display or indicator light.
Executive personnel such as a water area responsible person inputs on-site law enforcement inspection conditions through a handheld mobile terminal, processes information such as opinions and the like, and forms an alarm handling result (namely an early warning task result), namely, the alarm handling result comprises: and executing at least one of character information, voice information and shot video images input by the personnel.
The processor is further configured to send the alarm handling result to the management terminal 1 through the first communication module.
Therefore, the executive personnel can conveniently send the situation of the site treatment to the management terminal 1 in the form of video, voice or characters, and the management personnel can conveniently supervise and confirm the situation. The use of the mobile terminal realizes quick handling and convenient feedback of the early warning task and improves the handling efficiency of field executive personnel.
And step 5, the early warning module 30 receives and displays the alarm processing result fed back by the mobile terminal 2, namely, the alarm processing result is displayed on a display interface.
Therefore, the invention not only can automatically detect the drinking water source, but also can automatically identify the intrusion of the drinking water source. The drinking water source early warning task full-flow closed-loop management realizes the 'closed-loop' supervision of early warning, disposal and settlement of the task, and improves the quality and efficiency of monitoring.
In the present invention, after the human-computer interaction device receives the instruction for early warning management, the early warning module 30 displays each early warning task and the corresponding early warning information thereof on the display interface in time sequence for the manager to look up, manage, modify the state of the early warning task, dispatch the task, and so on. Meanwhile, search options can be displayed on a display interface, and managers can search according to the early warning numbers, the marks or addresses of the cameras, the early warning time and the like. For example, the warning module 30 displays the warning information corresponding to the warning number on the display interface according to the instruction for querying the warning number received by the human-computer interaction device. The early warning module 30 displays all the early warning information in the early warning time period on the display interface according to the instruction for inquiring the early warning time period received by the human-computer interaction device. The early warning module 30 displays all the early warning information corresponding to the camera identification or address on the display interface according to the instruction for querying the camera identification or address received by the human-computer interaction device.
The basic configuration module 40 is used for providing functions of water source information management, basic information management, information query and the like. For example, the basic configuration module 40 archives the water source location information and associates the corresponding camera id according to the water source location information input by the administrator. The basic configuration module 40 archives basic information, which may include camera identification, model parameters, personal information of the administrator, personal information of the executive, and the like, according to the basic information input by the administrator. The basic configuration module 40 queries corresponding information of the water source and the basic information according to the information query instruction of the manager.
The system setting module 50 is used for providing functions of account management, role management, authority configuration, system log and the like. For example, registering a management personnel account, an executive personnel account, associating the executive personnel account with the mobile terminal, allocating the corresponding permissions of the management personnel account and the executive personnel account, and recording system logs.
