I was maybe on my fourth playthrough before I discovered that Kagha was in cahoots with Shadow Druids and that you could expose her. You can either convince her to change her ways or fight her and let Rath step up as leader. Previously I thought the only solution to the Kagha problem was to rescue Halsin.
