Context

That's the continuation of %DAL: baker incentives (part 1: rewards) and %DAL: baker incentives (part 2: accusations). The goal is to complete the feature such that the feature flag can be turned on.

The next milestones are about the accuser (%DAL: baker incentives (part 4: accuser)) and about testing (%DAL: baker incentives (part 5: testing))
