Alpha/DAL: enable rewards and fix tests

This MR:

  • sets the DAL incentives feature flag to true
  • fixes the DAL rewards ration to 10%
  • adds the field dal_attesting_reward_per_shard field to expected_issuance RPC output

Closes #7600 (closed).
