SCORU/Node: Move layer1 module outside of protocol directory

Context

The Layer1 module now lives outside of the protocol directory. Protocol specific functionality, such as fetching full Tezos blocks, is still provided by the protocol specific module.

Pre-requisite for !8948 (merged).
