SCORU/Node: move Node_context and related modules outside of protocol directory

Context

This MR moves the Node_context module, the central state component used by the rollup node, outside the protocol directories.

Depends on !8824 (merged), !8830 (merged), !8876 (merged), !8979 (merged), !9128 (merged), !9129 (merged).
