EVM: eth_estimateGas

Context

Depends on !9017 (merged) and !9108 (merged)

The RPC eth_estimateGas is mocked, with a value big enough to allow contract creation.

This uses simulation to provide relevant estimation: the kernel stores gas used during simulation and the proxy asks for it.

Manually testing the MR

New test, and previous ones still work despite removal of mocked value (eth_cli makes call to eth_estimateGas before sending transactions to contract)
