EVM: Kernel: simulation mode doesn't require gas

The simulation in the kernel requires gas. This is not consistent by what is expected of Ethereum simulation.

This removes the need. To protect the node against potential DOS by sending to many calls requiring lots of computation, the simulation mode enforces a hard limit on the gas.
