Proto/SCORU: carbonated Sc_rollup_repr.Address.from_nonce

Context

Partly answers #3291 (closed).

The carbonated version of Sc_rollup_repr.Address.from_nonce is put in the only module that uses it: Sc_rollup_storage.
It's not in Sc_rollup_repr.Address.from_nonce because it's lower than Raw_context that we need to make sense of gas consumption.

Manually testing the MR

The regression trace updates show it all.
