Add frontend feature controller for remote development

Following up on the thread here, !187247 (comment 2455204593), we would like to add back the remove development feature flag controller, when we plan to use it in the future.

Pls note this controller solution for feature flag is likely to be temporary solution, pls follow there issues for the more proper solution.
