My computer stops loading webpages(at first) and then loading up applications. The problem is most frequent on Web browsers (I guess because they are biggest resource hogs). Usually occurring when RAM usage goes up to 18 GB out of 32, although I've seen it happen as low as 15 GB sometimes. The PC freezes for some seconds if the load on the RAM persists or increases without restarting the browser(which frees up memory), with the mouse cursor the only thing responding at the time. The PC will take a few seconds to close the browser when the problem forces me to take action, and then will occur again on queue every time the load goes around 18GB.
I've been unable to recreate the issue anywhere else. I've tried in game, playing Call of Duty Cold War where RAM usage did go to 18 GB, but nothing happened and Battlefield 5, with 19 GB utilized but still nothing. Its easiest to trigger this issue when I have 3 browsers running at the same time(Chrome, Edge and Opera GX).
I have an i5-14600k, 32 GB RAM(running at 4800 MHz), RTX 4060 Ti.
The problem appears to max out the cores of the CPU(cores 7 through 14, with minimal use on the first seven) on Hwinfo as the video linked below demonstrates.

This problem has continued for a couple of months now, with no fix I've tried helping out. So far I have:
Checked Task Manager everything is running normally(while the slow down happens).
Performed DISM scan and system file checker scan
Tried disabling hardware acceleration
Disabled 'browsers Continue running background apps when [browser name] is closed.'
Checked if the problem appears while using Opera GX only and it appears while using Edge and Chrome as well.
Completed full system scan using Bitdefender and with Malwarebytes
Performed a clean boot with no success
Tried using 'Fix problems using Windows Update'
Intel® Processor Diagnostic passed as well.
Checked for RAM errors via Windows Memory Diagnostic.
It appears closing any browser and not just the problematic browser will resolve the issue.
I've updated my BIOS and the problem is still reappearing.
I've reset my PC as well with no luck.
Closing tabs has helped with the issue.
Any ideas on what could be causing the problem. I've been talking to Microsoft affiliate advisors and so far their proposed solutions have not worked.
