Why txt file is not in the addon initially, and why without it does not work addon?

Steam prohibits to include txt files in addons.
This txt file is a common script from GitHub developer. This script determines in what situations the voiceover file will be played, and how much time it will be given. I realize that you may be lazy, or just scared to download something from third-party sites, but similar to this file you can find both in your game folder, and in the GitHub developer garry's mod.

About addon

This addon replaces the standard voicing of Combine soldiers with the PMC BEAR voicing from the game ESCAPE FROM TARKOV. Only Russian voice lines are used, English BEAR voice lines are not included in the addon. Replaced were all voice commands NPC, sound files are really a lot, various mods to change the behavior of NPCs can affect the voice commands. In general works fine.
