FontForge allows you to edit outline and bitmap fonts. You may create new ones or modify old ones. It is also a format converter and can interconvert between PostScript (ascii & binary Type1, some Type3, some Type0), TrueType, OpenType (Type2), CID, SVG

It won't start if I block the internet connexion request. Seriously..?

I found the software fairly easy to use, and it's features were just what I needed. Unfortunately, it crashed after about five minutes, and would never function again after that. Therefore, it's completely useless. Sad, really.

Looks promising but constantly keeps crashing on Windows 7 32-bit and Windows 8.1 64-bit incl. portable version.
