The ability is now here to create encrypted, compressed, tar archives. Come try it out.

US Open Source Encryption is free.
Through researching to feasability of this project. I cam upon the US export law TSU 740.13 which said that a open source encryption project is free for export, as long as you email them the webpage first. So an open source project is no longer required to jump through any hoops if it contains encryption. I have emailed the bxa, and will keep you posted to what happens.
