First pass at Import XCCDF. It works, but not in a user-friendly way. Doesn't check or report potential errors before translating.
Doesn't give the user any visible feedback. Doesn't import files associated with Benchmark.
Changed RTDocumentUtilities.parseDocument to take a Reader instead of a File so that I could reuse the funciton.
