Space bar and Return key inconsistency

If the Space bar and Return key are intended to move a step down one spot after moving it up spots using the “Up” button (see entry titled “Space bar and Return key move step down in How-To tab”), there is an inconsistency in its ability. The Space bar and Return key will move a step down after one move up EXCEPT if it is the last step. For example, compare the following commands if 4 steps present (A, B, C and D)

1. Select Step 3 (C) with left mouse click
2. Select Up (this moves C above B)
3. Hit the Space bar or Return key
Note C is moved back down below B

VS.

1. Select Step 4 (D) with left mouse click
2. Select Up (this moves D above C
3. Hit the Space bar or Return key
Note no steps are moved.

Suggestion: If the Space bar and Return key should move step down after the step is moved up with Up button even if the step selected is the last step. Note: This is only suggested if the Space bar and Return key are not disabled as the previous entry suggested.
