IDEADEV-37599: Dependencies on modules with Osmorc facet but without manually edited manifests are not removed anymore.

Added concept of framework specific actions that work on the selection of bundles that will be used for an OSGi run configuration.

Got rid of unnecessary file locks
Removed unnecessary cast.
Replaced tests with tests from the Maia version.

Removed obsolete "Eclipse Equinox" run configuration type.
Old "Eclipse Equinox" run configurations are automatically converted into matching OSGi run configurations.
CachingBundleInfoProvider now can cope with bundles contained in directories and not JARs.
CachingBundleInfoProvider now only returns the name part of the symbolic bundle name without any parameters.
