Commit [r467] Maximize Restore History

* Added an m4 directory to keep m4 scripts in a clean area

* Adjusted the ipc plugin's Makefile.am to conform to the new Automake rules
* Fixed configure.in to no longer rely on KDE macros
* Adjusted the sdl detection in configure.in to use pkg-config rather than a KDE macro
* Adjusted the svn version definition line in src/Makefile.am to no longer give odd automake warnings
