This elements are adding distractions to the viewer. I think we need to take out of the sight as many things as possible. If we have this notices on mouseover users will quickly get use to this action and go mouse over everything, we are use to that, but if they are fixed they will distract. Also, as you said, they could be shown (maybe all) at first login and vanish them after first click or something... then add a cookie... but imagine you navigating it from a new browser... we could also add a cross to close them...
