Initial Comment:
Laptop with German keyboard 
Windows 2000 SP3, input locale set to Germany
Sun JDK 1.4.1_01
jEdit 4.03

In order to get the same usablility with shortcuts,
e.g. for scrolling up/down by lines, I tried to assign
an alternative shortcut for the "line scroll up"
command. The key on the German keyboard which is most
close to the "Quote"-key on a English keyboard is the
"Ä" (A-Umlaut = A with diaeresis). While this key gets
displayed in the "Specify Shortcut" panel when it is
pressed alone, nothing gets displayed if modifier keys
Alt or Control are used. Using modifier Shift does not
insert the S+ä sequence but a capital-ä = Ä character.

The same behaviour is true with other German
characters: ö = o-Umlaut = o with diaeresis, ü =
u-Umlaut = u with diaeresis, ß = small letter sharp-S
