+ hor_db_monitor_measdrug: added GNU GPLv3 disclaimer

+ Added TfrmMiscDoubleProgressBar: general window with two progress bar (main and detail) and a cancel button
+ hor_edit_documents: you can attach big files (solved the "out of memory" error), you see the upload status and you can stop it
(actually you can't download the big files: it will be the next change...)
