Commit [r8768] Maximize Restore History

Fix another instance of https://jira.duraspace.org/browse/FCREPO-775 - InputStream from REST API call not closed, resource left locked, purge fails. (Akubra/Windows). This time in ConfigC tests. And in FeSL indexing of policy datastream via DBXML.
