This may be related to bug 867470.

I have attached the screen shot of the error I was
getting in Eclipse 3.0M6 on Win 2K prof.

The problem may be related to the issues that this
particular release of Eclipse is having on Win 2k. See
the bug report below.

It also crashes Eclipse 3 M7. Looks like you need to use a
different classloader to find the catalog.xml file.
