To support future Python versions, bmrblib has switched from distutils
(which is no longer present in Python versions >= 3.12) to setuptools.

The full list of changes is:

    Features:
        * Switch from the depreciated distutils to setuptools.


    Changes:
        * Distribution: Switching to setuptools to fix the
depreciation of distutils.  From Python 3.12, the distutils package is
no longer supported.
        * Package documentation: Updated the copyright year to 2024,
and changed the version number.  The previous version number of
'trunk' was for the ancient SVN repository.


    Bugfixes:
        N/A
