Commit [r629] Maximize Restore History

Corrected decoding of AtomicReadFile to fix the backup tests. Corrected decoding of COVNotifications when propertyIdentifier is user defined. Corrected decoding of PrivateTransfer to show only number of octets to eliminate VTS Crash if can't decode an unknown structure.
