[Fixed] FotoSketcher Portable 3.90 64-bit saves settings locally

FotoSketcher Portable is leaving a "FotoSketcher.ini" file in %APPDATA% folder.

FotoSketcher Bug

Looks like FotoSketcher no longer honors its portable INI. I'll work up a fix.

This is fixed in FotoSketcher Portable 3.90 Rev 2.
