L'invention concerne un dispositif (1) d'emballage et d'application d'un produit cosmétique (P) sur des matières kératiniques, le dispositif (1) s'étendant selon un axe longitudinal (X) et comportant : - un récipient (2) qui contient le produit (P) et présente une ouverture (5), - un élément d'application (7) pour appliquer le produit (P), qui est porté par le récipient (2) et surmonte l'ouverture (5) du récipient (2), l'élément d'application (7) comprenant une mousse compressible (8) qui définit au moins partiellement une surface d'application (9) de l'élément d'application (7), ladite surface d'application (9) étant plus longue qu'elle n'est large par rapport à l'axe longitudinal (X) du dispositif (1), - un élément de fermeture (3) pour fermer le récipient (2), qui est conçu pour recouvrir l'élément d'application (7) dans une position fermée du dispositif (1), la surface d'application (9) étant alimentée en produit (P) dans une position ouverte du dispositif (1), la mousse (8) étant alors dans un état expansé, l'élément de fermeture (3) étant configuré pour comprimer radialement la mousse (8) lorsque l'élément de fermeture (3) est ajusté sur l'élément d'application (7) pendant la fermeture du dispositif (1) et/ou lorsque l'élément de fermeture (3) est en place sur l'élément d'application (7) dans la position fermée du dispositif (1).
