Le procédé consiste : à obtenir au moins deux éléments d'informations de configuration de restriction d'accès cible conformément aux informations de configuration de restriction d'accès cellulaire diffusées par une station de base ; à trier lesdits deux éléments d'informations de configuration de restriction d'accès cible conformément à un ordre prédéfini, de façon à obtenir une liste prédéfinie d'informations de configuration cible triées ; et à mettre en correspondance la liste des informations de configuration cible triées conformément aux informations de détection d'accès d'un équipement d'utilisateur, et à déterminer si l'équipement utilisateur est restreint pour accéder à une cellule actuelle, les informations de détection d'accès de l'équipement utilisateur comprenant au moins des informations classifiées unifiées générées selon des informations classifiées spécifiques prédéfinies de l'équipement utilisateur, et les informations de configuration de restriction d'accès cible comprenant un paramètre de configuration de restriction d'accès des informations classifiées unifiées. En utilisant le procédé de commande d'accès au réseau proposé dans la présente invention, le temps de détection de la restriction d'accès de l'équipement d'utilisateur peut être raccourci, ce qui permet d'améliorer l'efficacité de détection de reconstruction d'accès.
