Abstract
The present invention relates to system and method for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country via a computer-implemented system. More particularly, the present invention relates to a system, method and software program product for a process which is an integration of a plurality of modules which are controlled and managed by a single provider entity. One of the advantages of the system for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country of the present invention is that it reduces time and labor for employment determination in destination country. In addition, the system prevents any falsification or fraudulent of the medical reports in home country. In addition, the risks of foreign workers spreading contagious diseases in a destination country is prevented and eliminated. The system of the present invention can be used to secure any information, area, device, machine, or transaction and it is possible to confirm the identity of the applicant. Description
SYSTEM AND METHOD FOR COLLECTING MEDICAL INFORMATION OF AN APPLICANT IN A HOME COUNTRY FOR AN EMPLOYMENT DETERMINATION AS FOREIGN WORKER IN A PREDETERMINED DESTINATION COUNTRY FIELD OF THE INVENTION
The present invention relates to system and method for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country via a computer-implemented system. More particularly, the present invention relates to a system, method and software program product for a process which is an integration of a plurality of modules which are controlled and managed by a single provider entity.
BACKGROUND OF THE INVENTION
Corporations, government agencies, and other employers often require the gathering and evaluation of medical information to support foreign worker employment determinations. For example, such employers may require employment screening procedures, periodic employment evaluations, evaluations of an employee's or potential employee's fitness for particular tasks, combination of the same and the like. In order to evaluate the medical suitability of an applicant during a particular screening process, certain medical information is typically required. Medical information requirements are typically established by the employer responsible for the determination and are used by the employer to generate a specific suitability evaluation based upon the interpretation of that medical evidence. The requirements are specified by rules developed by the corporation, government agency or other employer, pertinent case law, government regulations, legislation and administrative decisions, and so forth. Due to a distance between a home country where the foreign workers originated from to a destination country for employment, most often the medical reports are falsified by a non- certified or qualified medical provider or practitioner. During the evaluation process, the applicant typically visits a hospital, clinic or medical office for healthcare screening and examined by medical provider or practitioner such as a physician to support an employment determination. The medical providers often are not familiar with the rules collection relevant to
the employment determination and may not collect the correct information, or may collect insufficient information, for making the determination. Therefore, the required medical information can be omitted and/ or entered incorrectly, thus preventing a fast, accurate employment determination. In addition, the program administrative personnel, who typically have only limited medical knowledge, must spend considerable time reviewing the medical information collected by the medical providers.
In view of the above shortcomings, the present invention aims to present system and method for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country via a computer- implemented system. Furthermore, the system of the present invention prevents fraudulent of the medical reports by unauthorised parties in home country for employment determination in destination country. In addition, such system can be conveniently installed and maintained in a simple technical process, low cost with high efficiency.
SUMMARY OF THE INVENTION
The present invention provides a computer-implemented system for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country comprising a registration module for allowing each certified medical center in the home country to be registered in the system; a medical center operator module for allowing each registered certified medical center to conduct healthcare screening of the applicant and providing medical information of the applicant to the system after completion of healthcare screening and a data quality module for allowing registration of certified medical center in the system, receiving medical information of the applicant from the system in the destination country and providing latest status update and approval of the applicant as foreign worker to apply foreign worker visa in the destination country. A method for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country comprising:
configuring data input device for uploading personal information of the applicant into a system; performing a healthcare screening by a certified medical practitioner in a home country; reviewing medical results of each applicant by the certified medical practitioner;
collate medical results for the applicant after healthcare screening and send the collected medical information to the system.
categorising medical fit applicant and medical unfit applicant in system;
selecting and verifying medical fit applicant as submitted by a medical center operator module; updating latest information to the system and status of the application;
sending an uploaded medical information of the applicant in the system from a home country to the predetermined destination country for an employment determination;
transferring the information to a centralized data center; and
generating a notification and send to a recruitment agent in the home country for applying foreign worker visa in the destination country.
One of the advantages of the system for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country of the present invention is that it reduces time and labor for employment determination in destination country. In addition, the system prevents any falsification or fraudulent of the medical reports in home country. In addition, the risks of foreign workers spreading contagious diseases in a destination country is prevented and eliminated. The system of the present invention can be used to secure any information, area, device, machine, or transaction and it is possible to confirm the identity of the applicant. Another advantage of the present invention is that the database of the system is searchable to retrieve information related to a specific employee, a specific country, a specific healthcare screening medical reports, a specific technical skill or any other searchable criteria.
The system provides a web based setup and without physical setup at their site. Thus, it is affordable for anyone from small enterprise to big corporation to utilize this system. The system of the present invention is operated based on subscription and provide a standard platform according the requirements of the government in the destination country. In addition, the system of the present invention can be interconnected with a wide range of existing Customer Relationship Management (CRM) tools, Key Performance Indicator (KPI) management tools, billing tools, tracking foreign worker's tools, therefore allowing for time- effectiveness in the managing foreign workers by employers.
Further advantages of the system in accordance with the invention and its application can be derived from the description and the accompanying drawings. The above mentioned features and those to be further described below can be utilized in accordance with the invention

DETAILED DESCRIPTIONS OF THE INVENTION The present invention will now be described in detail in connection with specific embodiments with reference to the accompanying drawings. The present invention is described below with reference to block diagrams and operational illustrations of methods and system to for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country. It is understood that each block of the block diagrams or operational illustrations, and combinations of blocks in the block diagrams or operational illustrations, may be implemented by means of analog or digital hardware and computer program instructions. These computer program instructions may be provided to a processor of a general purpose computer, special purpose computer, ASIC, or other programmable data processing apparatus, such that the instructions, which execute via the processor of the computer or other programmable data processing apparatus, implements the functions/acts specified in the block diagrams or operational block or blocks. In some alternate implementations, the functions/acts noted in the blocks may occur out of the order noted in the operational illustrations. For example, two blocks shown in succession may in fact be executed substantially concurrently or the blocks may sometimes be executed in the reverse order, depending upon the functionality/acts involved. Figure 1 illustrates a flow chart of a computer-implemented system (100) for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country in accordance of the present invention. The computer-implemented system (100) for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country having a few main modules, a registration module (102) for allowing each certified medical center in the home country to be registered in the system (100), a medical center operator module (104) for allowing each registered certified medical center to conduct healthcare screening of the applicant and providing medical information of the applicant to the system (100) after completion of healthcare screening; and a data quality module (106) for allowing registration of certified medical center in the system (100), receiving medical
information of the applicant from the system in the destination country and providing latest status update and approval of the applicant as foreign worker to apply foreign worker visa in the destination country. Each of the module will be described in turn. Figure 2 illustrates a flow chart of an application by a certified medical center to apply and register via a registration module (102) for allowing each certified medical center in the home country to be registered in the system in accordance of the present invention. The registration module is configured to allow a certified medical practitioner of a medical center to fill an electronic form (202) in the system. During this environment, system of the present invention provides verification (204 and 212) to each certified medical center such using CAPTCHA (a backronym for "Completely Automated Public Turing test to tell Computers and Humans Apart") is a type of challenge-response test used in computing to determine whether or not the user is human or any equivalent test. The system provides to generate and customise one-time password with verification. Upon verification, the medical center is required to upload (206) a plurality required documents for each application as a certified medical center for healthcare screening. In addition, the medical center is also required to accept (208) all the terms and conditions as set in the system followed by submission (210) of the application to the system which is a web based system. Meanwhile, the system replies a notification (214) as acknowledgement for the submission of the application by the medical center via email or any other communications means.
Figure 3 illustrates a flow chart of system operator to review the required information as submitted by the medical center to a data quality module for allowing registration of certified medical center in the system in accordance of the present invention. Upon receiving the application, the system assigns a data quality officer or operator as system operator to review and verify (302) the pre-registration form. The data quality officer or operator is then verified all the required documents as submitted by the certified medical practitioner of the medical center and provide confirmation whether the documents as submitted by the medical center fulfill the predetermined terms and conditions (304). In the event that the documents submitted are not in compliance with the requirements, a rejection with reason (306) is provided by the data quality officer or operator. The latest the information is updated to the system and status of the application by the data quality officer or operator (308). If the documents are incompliance, the medical center is alerted via notification such email or any other equivalent notifications to remit payment (310) to initiate a new account registration to start the healthcare screening services. Upon successful, user identification and password is generated and
delivered to the certified medical practitioner of the medical center with status update of the application (312).
Depending on the necessity and requirements, successful medical center is further approved and verified by another system privileged user or more. Figure 4 illustrates a flow chart of system quality privileged user to verify (410) the required information and approve the application of the medical center to a data quality module for allowing registration of certified medical center in the system in accordance of the present invention. The system privileged user in most occasion is a stakeholder or manager is provided with authority to set a threshold on the total applicants for each medical center for healthcare screening and to approve the pre-registered medical center (414) with updated latest information to the system on the status of the application. During this period, a credit limit based on remittance or payment of each medical center (to provide healthcare screening on the number of applicants) is set by the system privileged user (412). Finally, user credentials (416) are generated by the system such a User ID and password and an approval notification (418) is generated and sent to the respective certified medical practitioner of the medical center.
Figure 5 illustrates a flow chart of registered medical center to create new account in a medical center operator module for allowing each registered certified medical center to conduct healthcare screening of the applicant and providing medical information of the applicant to the system in accordance of the present invention. Upon having the user credentials, the medical center representative such as the certified medical practitioner login into the account for the first time (502). The certified medical practitioner is allowed to alter the username and password as desired (504). The system is then automatically updated and a notification is generated (506). Any changes of the user credentials after alteration is notified to the medical center representative (508).
Alternatively, the medical center representative may create another user such as medical center operator to operate and update any information from the healthcare screening to the system. This can be created via flow chart in Figure 6. Such step begins by the medical center representative to login to the system with existing account and create in a new account (602) for a medical center operator with all the relevant information and details (602) are provided to the system (604). Next, the system generates user credentials (606) for this newly created account and such information is then sent to the medical center representative via email or
any equivalent communications (608). Figure 7 illustrates a flow chart of registered medical center to update the profile in a medical center operator module to the system in accordance of the present invention. Depending on the user of each medical center, a medical center can be updated from time to time such other activities are authorized such as viewing, editing and others (702, 704, 706). Any changes or alteration in the medical center's account is notified and such notification will be sent to the user of each account (708).
Figure 8 depicts a flow chart to create generate encryption key in a medical center operator module for providing medical information of the applicant to be encrypted prior delivers to the system in accordance of the present invention. For the purposes of security and confidential, each medical report uploaded to the system is encrypted (802). In the preferred embodiment, all the data from medical reports are uploaded to a central system and encrypted. Such features are available in the medical center account. Any successful encryption key generated from the system will be notified to the respective medical center representative (804). Figure 9 illustrates a flow chart to import generated encryption key in a medical center operator module for providing medical information of the applicant to be encrypted prior delivers to the system in accordance of the present invention. The importation of encryption key into a computing device of the medical center to begin healthcare screening and medical information collection for the system (902, 904).
Figure 10 illustrates a flow chart to configure data input device for uploading personal information of the applicant in a medical center operator module of the system in accordance of the present invention. The medical center operator module is further configured to configure data input device for uploading personal information of the applicant into the system (1012). Such input data input device is selected from biometric reader such as passport reader, camera, scanner or any type of equivalent equipment (1014,1016,1018). Biometric reader refers to a technology that uses scanned graphical information from many sources for evaluation and identification purposes. This would include facial imaging, retinal scans, fingerprint scans, facial scans and voice recognition among many other current and future biometric authentication technologies. Figure 11 illustrates a flow chart to register an applicant in a medical center operator module of the system in accordance of the present invention. To begin with registration of an applicant, a passport or any identity documents are scanned via data input device (1102) . For instance, the information is retrieved from the passport is achieved by scanning the machine readable zone ( RZ) of the passport. In the event that the database of the system having an earlier record of the applicant (1104), such account cannot
be used due to time-barred within certain duration (such as 24 hours or any other duration as set in the system) and the applicant requires to put on hold such registration until the time barred is over (1106). On contrary, if such record is not existed, the applicant is now proceeded to registration of an account either via data input device with information correctly populated (1108) or alternatively manually (1109) to enter the information of the application into the system by the medical center operator or representative. Other necessary information will be entered as required by the system, personal details (1110), scanning finger prints of the applicant (1112), job details (1110), photograph (1 114), details of next of-kins (1116). Upon completion, the medical center operator will such application into the system to create an account for the applicant to begin the healthcare screening (1118). In return, the system generates a registration number for the applicant as a newly created applicant for healthcare screening (1120).
Figure 12 illustrates a flow chart to determine attendance and eligibility status (AEV) of the applicant in a medical center operator module of the system in accordance of the present invention. The medical center operator module is further configured to determine attendance and eligibility status (1202) of the applicant such as demographic (1204) and biometric information (1206). The purpose of determining attendance and eligibility status (AEV) of the applicant is to ensure the applicant is free from any restrictions to enter the destination country. Upon fulfilling the requirements, the medical operator is allowed to print an acknowledgement slip (1208). On contrary if failed, such record is printed (1210). Any changes and alteration of the applicant's account is updated with the latest information and status in the system accordingly (1212). Figure 13 illustrates a flow chart to send an uploaded medical information of the applicant from a home country to an employment determination a predetermined destination country via pushing data automatically (1302) and manually (1304) in a medical center operator module of the system in accordance of the present invention. The functionality of the pushing data automatically allows all the medical information of each applicant to be delivered to the system and accessed by the system operators in the destination country for employment evaluation. While, the pushing the data manually provides an alternative option to the medical center operator to send selected applicant's healthcare information to different destination country for different foreign worker's job application (1306, 1308). Figure 14 illustrates a flow chart to collate medical results for the applicant after healthcare screening and send the collected medical information in a medical center operator module of the system in accordance of the
present invention. All medical test reports may not arrive at the same time (1401). The medical center operator may choose to update the summary report as and when the test reports become available from time to time (1402,1404). Upon completion with collated medical results after healthcare screening, the medical center operator sends such medical information to the system (1406).
Figure 15 illustrates a flow chart to review the medical results by a certified medical practitioner in a home country in a medical center operator module of the system in accordance of the present invention. Only certified medical practitioner is allowed to verify, review and amend the medical reports if necessary (1502, 1504,1506). Upon completion, the certified medical practitioner approves the medical results and updates the latest information to the system and the status of the application for each applicant (1508). Figure 16 illustrates a flow chart to categorise medical fit applicant and medical unfit applicant in system prior to printing the medical report of each applicant in a medical center operator module of the system in accordance of the present invention. The medical center operator is allowed to search and print medical report (1602,1604) of each applicant. The medical center operator module is configured to categorise medical fit applicant (1606,1608) and medical unfit applicant (1610) in system prior to printing the medical report of each applicant. Figure 17 illustrates a flow chart data to select and verified medical fit applicant as submitted by medical center operator module for foreign worker application in the destination country in a data quality module of the system in accordance of the present invention. The data quality module of the system is configured to select (1702) and verified medical fit applicant (1704,1706) as submitted by medical center operator module for foreign worker application in the destination country. Such procedures are conducted by the data quality operator located in the destination country. The updated latest information is provided to the system as well as the status of the application (1708). Meanwhile, the system determines sufficient fund for each medical center operator module to pay the usage of the system prior to transfer the information to a centralized data center (1710, 1712). A notification based on the status of the account of the medical center is generated and sent to the respective medical center (1714). Finally, the verified information in the data quality module is then transferred to a centralized data center and generate a notification and send to a recruitment agent in the home country for visa application via electronic visa with reference (eVDR) or any equivalent in the destination country (1716). Figure 18 illustrates a flow chart data to allow the system privilege user of the data quality module of system the review the information in the system and updated by the
data quality operator before send to a centralized data center in a data quality module of the system in accordance of the present invention. The system privileged user repeated the steps in Figure 17 to scrutinize the information and any alteration or changes of the information performed by the data quality operator is in order. In the event that, the information is not in order, the data quality module rejects the information input by submitted by the medical center operator module if said information is incomplete or inconsistent and prompts the user in the medical center operator module to correct the incomplete or inconsistent information.
Figure 19 shows main components required to system set-up of the present invention. A home country (1910) set-up of the system for allowing registration module and a medical center operator module to be based in home country. A destination country (1914) set-up of the system for allowing a data quality module to be based in destination country. A central data centre (1912) set-up of the system is a medium of storage to upload all the information and provide a link between modules of home country and destination country. The data uploaded and transferred between home country to destination country and vice-versa in databases (DB) are provided via application programming interface (API) web services. For instance, Microsoft SQL Server, an enterprise quality database management system hosted by a server and can scale across multiple servers and locations could be used for the system setup of the present invention.
In operation, a method for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country begins with configuring data input device for uploading personal information of the applicant into a system. Next, a healthcare screening is performed by a certified medical practitioner in a home country. Upon completion, the certified medical practitioner reviews medical results of each applicant. Subsequently, medical results are collated for the applicant after healthcare screening and send the collected medical information to the system. The applicant is categorised into medical fit applicant and medical unfit applicant in system. The process of selection and verification of the medical fit applicant as submitted by a medical center operator module is performed. The latest information is updated to the system and status of the application each application. Next, uploaded medical information of the applicant in the system from a home country and send to the predetermined destination country for an employment determination. Finally, the medical information of each applicant is transferred to a centralized data center with a notification is generated and sent to a recruitment agent in the home country for applying foreign worker visa in the destination country.
The system for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country of the present invention can be implemented in digital electronic circuitry, or in computer hardware, firmware, software, or in combinations of them. The implementation can be as a computer program product in a machine-readable storage device or in a propagated signal for execution by, or to control the operation of data processing apparatus.
The terms "module" and "function," as used herein, mean, but are not limited to, a software or hardware component which performs certain tasks. A module may advantageously be configured to reside on addressable storage medium and configured to execute on one or more processors. A module may be fully or partially implemented with a general purpose integrated circuit ("IC"), FPGA, or ASIC. Thus, a module may include, by way of example, components, such as software components, object-oriented software components, class components and task components, processes, functions, attributes, procedures, subroutines, segments of program code, drivers, firmware, microcode, circuitry, data, databases, data structures, tables, arrays, and variables. The functionality provided for in the components and modules may be combined into fewer components and modules or further separated into additional components and modules. Additionally, the components and modules may advantageously be implemented on many different platforms, including computers, computer servers, data communications infrastructure equipment such as application-enabled switches or routers, or telecommunications infrastructure equipment, such as public or private telephone switches or private branch exchanges ("PBX"). In any of these cases, implementation may be achieved either by writing applications that are native to the chosen platform, or by interfacing the platform to one or more external application engines.
The foregoing detailed description and examples are merely illustrative of the preferred embodiments. It will be recognized by one of ordinary skill in the art that certain aspects of the practice of the invention are readily susceptible to modification or practice by alternative, known means.
Claims
1. A computer-implemented system for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country comprising: a registration module for allowing each certified medical center in the home country to be registered in the system; a medical center operator module for allowing each registered certified medical center to conduct healthcare screening of the applicant and providing medical information of the applicant to the system after completion of healthcare screening; and a data quality module for allowing registration of certified medical center in the system, receiving medical information of the applicant from the system in the destination country and providing latest status update and approval of the applicant as foreign worker to apply foreign worker visa in the destination country.
2. The system as claimed in Claim 1 wherein the registration module is further configured to
allow a certified medical practitioner of a medical center to fill an electronic form in the system;
upload a plurality required documents for each application as a certified medical center for healthcare screening;
generate and customise one-time password with verification; and
submit the application to the system with registration form upon completion.
3. The system as claimed in Claim 1 wherein the data quality module is further configured to
allow an assigned data quality officer to review and verify the pre-registration form; verify all the required documents as submitted by the certified medical practitioner of the medical center;
update latest information to the system and status of the application;
generate user identification and password and send to the certified medical practitioner of the medical center; and
generate a notification and send to the certified medical practitioner of the medical center of a current status of the application.
4. The system as claimed in Claim 3 wherein the data quality module is further configured to
allow a system privileged user to set a threshold on the total applicants for each medical center for healthcare screening and to approve the pre-registered medical center;
update latest the information to the system and status of the application;
generate user credentials; and
generate an approval notification and send to the certified medical practitioner of the medical center.
5. The system as claimed in Claim 1 wherein the medical center operator module is further configured to
activate a new certified medical practitioner of a medical center account and update the latest profile of the medical center;
generate encryption key from the system; and
import encryption key into a computing device of the medical center to begin healthcare screening and medical information collection for the system.
6. The system as claimed in Claim 5 wherein the medical center operator module is further configured to
configure data input device for uploading personal information of the applicant into the system.
7. The system as claimed in Claim 6 wherein the data input device is selected from biometric reader.
8. The system as claimed in Claim 1 wherein the medical center operator module is further configured to
determine attendance and eligibility status of the applicant;
upon fulfilling the requirements, print an acknowledgement slip;
and
update latest information to the system and status of the application.
9. The system as claimed in Claim 1 wherein the medical center operator module is further configured to
send an uploaded medical information of the applicant from a home country to an employment determination a predetermined destination country via pushing data automatically.
10. The system as claimed in Claim 1 wherein the medical center operator module is further configured to
send selected uploaded medical information of the applicant from a home country to an employment determination a predetermined destination country via pushing data manually.
11. The system as claimed in Claim 1 wherein the medical center operator module is further configured to
collate medical results for the applicant after healthcare screening and send the collected medical information to the system.
12. The system as claimed in Claim 1 1 wherein the medical center operator module is further configured to
review the medical results by a certified medical practitioner in a home country;
amend the medical results if required;
approve the medical results;
update latest information to the system and status of the application.
13. The system as claimed in Claim 12 wherein the medical center operator module is further configured to
categorise medical fit applicant and medical unfit applicant in system prior to printing the medical report of each applicant.
14. The system as claimed in Claim 1 wherein the data quality module is further configured to
select and verified medical fit applicant as submitted by medical center operator module for foreign worker application in the destination country;
update latest information to the system and status of the application;
transfer the information to a centralized data center; and
generate a notification and send to a recruitment agent in the home country.
15. The system as claimed in Claim 14 wherein the data quality module is further configured to
determine sufficient fund for each medical center operator module to pay the usage of the system prior to transfer the information to a centralized data center.
16. The system as claimed in Claim 1 wherein the data quality module rejects the information input by submitted by the medical center operator module if said information is incomplete or inconsistent and prompts the user in the medical center operator module to correct the incomplete or inconsistent information.
17. The system as claimed in Claim 1 wherein the medical information of the applicant is encrypted and sent from a home country to an employment determination a predetermined destination country.
18. A method for collecting medical information of an applicant in a home country for an employment determination as foreign worker in a predetermined destination country comprising: configuring data input device for uploading personal information of the applicant into a system;
performing a healthcare screening by a certified medical practitioner in a home country; reviewing medical results of each applicant by the certified medical practitioner;
collate medical results for the applicant after healthcare screening and send the collected medical information to the system.
categorising medical fit applicant and medical unfit applicant in system;
selecting and verifying medical fit applicant as submitted by a medical center operator module;
updating latest information to the system and status of the application;
sending an uploaded medical information of the applicant in the system from a home country to the predetermined destination country for an employment determination; transferring the information to a centralized data center; and
generating a notification and send to a recruitment agent in the home country for applying foreign worker visa in the destination country.
19. The system as claimed in Claim 18 wherein the medical information of the applicant is encrypted.
20. The method as claimed in Claim 18 wherein the system comprises a home country set-up of the system for allowing registration module and a medical center operator module to be based in home country; a destination country set-up of the system for allowing a data quality module to be based in destination country; and a central data set-up of the system is a medium of storage to upload all the information and provide a link between modules of home country and destination country.
