Description

A SYSTEM OPERABLE TO PROVISION FOR A SUBSCRIPTION FOR A
MOBILE EQUIPMENT
Field of the invention
The present invention relates in a first aspect to a system operable to provision for a subscription for a mobile equipment of a subscriber in a mobile wireless communications network.
According to a second aspect the present invention relates to a method for provisioning of a subscription for a mobile equipment of a subscriber in a mobile wireless communications network.
According to a third aspect the present invention relates to at least one computer program product for provisioning of a subscription for a mobile
equipment of a subscriber in a mobile wireless communications network. Background of the invention
In the world of today it is quite common that people use mobile phones to perform calls and in the most markets/countries several mobile phone operators exists and compete with each other. Due to this there is a need for operators to keep the current subscribers and also try to reach new subscribers by performing, for example, marketing and advertising campaigns.
It is also common in many countries that the owner of a subscription cannot be anonymous. In those cases a known and identifiable citizen must be registered as the owner.
A subscriber is normally registered at the operator and/or other authorities when purchasing a subscription over the counter. This is more or less the standard way to register a subscriber where he/she needs to identify himself/herself using a proper identity card or similar. The subscription is enabled upon purchase and has a pre assigned MSISDN as well as a pre assigned IMSI. These IMSIs are stored in the SIM card and cannot be modified by the subscriber. The IMSI/MSISDN are stored as a record in the HLR.
A DNA system allows for an easy and low cost reach of many potential subscribers by a massive hand out of SIM cards. MSISDNs as well as IMSIs are allocated dynamically to these subscriptions. Due to the massive hand out of SIM cards they are naturally made anonymous. Several problems with the current solutions exist.
The "subscriber box" pre packaged by the operator comprises a SIM card and other things like information describing services in the network of the operator. The SIM card in the box is assigned both an MSISDN and an IMSI that might be unused for a long time or even never used, leading to that there might be a shortage of IMS Is in the network of the operator. Furthermore, the cost for producing the box can also be quite expensive.
The cost for producing SIM cards is currently close to zero, but on the other hand, the cost for storing data (like IMSI) in the HLR is on the rising curve. This leads to a situation where it is very easy to create and pre package SIM cards since they are quite inexpensive but gives on the other hand an actual cost for the allocated storage in the HLR.
Each stored record (IMSI) in the HLR leads to a license cost both in the HLR as well as in the surrounding systems. The costs can be quite expensive if there are a lot of unused records in the HLR and in the surrounding systems.
The operator has a MSISDN assignment scheme where different prefixes are used in different regions. This makes it difficult to distribute SIM cards since they in the current solutions have a pre assigned MSISDN.
The subscriber would like to be able to select his/her phone number among a set of numbers. The numbers available for him/her is only the ones presented by the dealer, e. g. the ones in the "subscriber box".
When the subscriber buys a pre packaged "subscriber box" and the reseller registers him/her, the reseller will know the MSISDN for this particular subscriber.
Finally, due to local law or regulations, a subscription is not allowed to be anonymous and a known citizen must always be registered as an owner.
The documents "Driving efficiencies in the provisioning of SIM cards" Ovum, by J. Green et. al. and "Evolving Systems: a radical approach to mobile provisioning", Ovum, by J. Green, describes dynamic procedures for provisioning mobile subscription. These documents disclose that some markets have
regulations that state that subscribers cannot be anonymous. There is however no solution presented to the above given problems in these documents.
The patent document US 2008/029341 1 A1 relates generally to
maintaining privacy protections in a mobile networking environment. A mobile device identifier (such as an MSISDN) that typically accompanies a mobile device request is replaced with an "enriched" identifier that exposes the mobile device user's home operator but obfuscates the mobile device's (and, thus, the device user's) identity. It is only the home operator that knows the identity of the user.
The patent document US 2005/0239447 A1 relates to account creation via a mobile device. An SMS is sent to the mobile device with a secure challenge that the user needs to respond to before the account is created.
The patent document US 2010/0210305 A1 relates to a method of activating a SIM card using an ODA (On Demand Activation) application, comprising a computer and an associated ODA database, for activating the SIM card in a mobile network. The ODA database (4) contains SIM card (1 ) information related to the cards that shall be activated, in that, when a SIM card (1 ) is inserted into a mobile equipment, and the mobile equipment is switched on, the ODA (2) is connected to the SIM card for updating the SIM card with a card definition file, in that the ODA (2) is arranged to be connected to a HLR/AUC (5) in order to transfer information stored on said updated SIM card, and in that the HLR/AUC is arranged to set up a subscription for the SIM card.
The patent document WO 2010/102236 A2 relates to secure remote subscription management. The document inter alia describes a method for use in wireless communication, the method comprising:
receiving a message including a first identifier associated with a first Selected Home Operator (SHO);
generating a first credential by associating the first identifier with a keyset;
deleting a second credential associated with a second SHO; and
establishing an operational network attachment to the first SHO using the first credential.
Summary of the invention
The above mentioned problems are solved by a system operable to provision for a subscription for a mobile equipment of a subscriber in a mobile wireless communications network according to Claim 1 . The system comprises an identity module for the mobile equipment, the identity module being operable to store a temporary identity number (tIN). The system also comprises a temporary Home Location Register (tHLR) operable to store the temporary identity number (tIN). Furthermore, the system also comprises a control system operable to, each time the temporary identity number (tIN) is used in order to attach to the temporary Home Location Register, check if the identity module is registered. If the identity module is not registered, the control system is operable to send a message to the mobile equipment, the message stating that the identity module has to be registered, and comprising a tracking number to be used with the registration. The system also comprises a registration means operable to register, with the aid of the tracking number, the subscriber to the identity module, keeping the
subscription anonymous for all but the operator. The control system is also operable to allocate a telephone number (MSISDN), and to activate the
subscription. Thereafter, the control system is operable to change the temporary identity number (tIN) to an identity number (IN), which is stored in the identity module. Furthermore, the system also comprises a Home Location Register (HLR) operable to store the identity number, and the telephone number (MSISDN) as a record.
An advantage with the system according to the present invention is that it is possible to distribute identity modules without allocating resources in the cellular network using the model of a DNA system. The actual allocation is only done whenever the identity module has been registered to a subscriber using proper credentials, such as an identity card.
Another advantage with the system according to the present invention is that the use of tracking number when performing the registration makes it possible for the subscriber to still keep his/her MSISDN anonymous for the shop where he/she performs the actual registration.
A further advantage in this context is achieved if, when the temporary
Home Location Register recognizes the use of the temporary identity number (tIN), the temporary Home Location Register is operable to send a trigger to the control system, which in turn is operable to perform the check.
Furthermore, it is an advantage in this context if the system comprises several registration means, and if, based on the location of the mobile equipment, the control system is operable to inform about the nearest registration means to the mobile equipment by sending a message.
A further advantage in this context is achieved if the control system is operable to send only one message to the mobile equipment. Furthermore, it is an advantage in this context if the mobile equipment also comprises a selecting means operable to select a telephone number (MSISDN).
According to another embodiment, it is an advantage if a random telephone number (MSISDN) is allocated automatically.
A further advantage in this context is achieved if the telephone number
(MSISDN) is selected/allocated from a set of telephone numbers.
Furthermore, it is an advantage in this context if, if the mobile equipment tries to set up a call with an unregistered identity module, the call is forwarded to a call centre.
A further advantage in this context is achieved if the control system is in the form of a Dynamic Number Allocation (DNA) system.
Furthermore, it is an advantage in this context if the identity module is in the form of a SIM card.
The above mentioned problems are solved with a method for provisioning of a subscription for a mobile equipment of a subscriber in a mobile wireless communications network according to Claim 1 1 . The method is performed with the aid of a system. The method comprises the steps:
- with the aid of an identity module for the mobile equipment, to store a temporary identity number (tIN);
- with the aid of a temporary Home Location Register (tHLR), comprised in the system, to store the temporary identity number (tIN);
- with the aid of a control system, comprised in the system, each time the temporary identity number (tIN) is used in order to attach to the temporary Home Location Register, to check if the identity module is registered;
- if the identity module is not registered, with the aid of the control system, to send a message to the mobile equipment, the message stating that the identity module has to be registered, and comprising a tracking number to be used with the registration;
- with the aid of a registration means, comprised in the system, to register, with the aid of the tracking number, the subscriber to the identity module, keeping the subscription anonymous for all but the operator;
- with the aid of the control system, to allocate a telephone number (MSISDN), and to activate the subscription; - with the aid of the control system, to change the temporary identity number (tIN) to an identity number (IN), which is stored on the identity module; and
- with the aid of a Home Location Register (HLR), comprised in the system, to store the identity number (IN), and the telephone number (MSISDN) as a record.
An advantage with the method according to the present invention is that it is possible to distribute identity modules without allocating resources in the cellular network using the model of a DNA system. The actual allocation is only done whenever the identity module has been registered to a subscriber using proper credentials, such as an identity card.
Another advantage with the method according to the present invention is that the use of tracking number when performing the registration makes it possible for the subscriber to still keep his/her MSISDN anonymous for the shop where he/she performs the actual registration.
A further advantage in this context is achieved if the method also comprises the steps:
- with the aid of the temporary Home Location Register, to recognize the use of the temporary identity number (tIN);
- and to send a trigger to the control system; and
- with the aid of the control system, to perform the check.
Furthermore, it is an advantage in this context if the system comprises several registration means, and if the method also comprises the steps:
- to determine the location of the mobile equipment; and
- with the aid of the control system, and based on the location of the mobile equipment, to inform about the nearest registration means to the mobile
equipment by sending a message.
A further advantage in this context is achieved if the control system only sends one message to the mobile equipment.
Furthermore, it is an advantage in this context if the method also comprises the step:
- with the aid of a selecting means, comprised in the mobile equipment, to select a telephone number (MSISDN).
According to another embodiment, it is an advantage if the method comprises the step:
- to automatically allocate a random telephone number (MSISDN). Furthermore, it is an advantage in this context if the telephone number (MSISDN) is selected/allocated from a set of telephone numbers.
A further advantage in this context is achieved if the method also comprises the step:
- if the mobile equipment tries to set up a call with an unregistered identity module, to forward the call to a call centre.
The above mentioned problems are also solved with at least one computer program product according to Claim 19. The at least one computer program product is/are directly loadable into the internal memory of at least one digital computer, and comprises non-transitory software code portions for performing the steps of the method according to the present invention when the at least one product is/are run on the at least one computer.
An advantage with this computer program product according to the present invention is that it is possible to distribute identity modules without allocating resources in the cellular network using the model of a DNA system. The actual allocation is only done whenever the identity module has been registered to a subscriber using proper credentials, such as an identity card.
Another advantage with this computer program product according to the present invention is that the use of tracking number when performing the registration makes it possible for the subscriber to still keep his/her MSISDN anonymous for the shop where he/she performs the actual registration.
It will be noted that the term "comprises/comprising" as used in this description is intended to denote the presence of a given characteristic, step or component, without excluding the presence of one or more other characteristic, features, integers, steps, components or groups thereof.

In below follows a description of the invention implemented in one possible way.
A DNA solution for an operator includes distribution of SIM cards with temporary IMSIs to potential subscribers with the intention that they are to be used for provisioning of new subscribers. Since the SIM cards are configured with temporary IMSIs they are to be treated as non-provisioned, e. g., it is not possible to make outgoing calls, receive incoming calls or make data connections.
The allocation of a MSISDN is done differently depending on the type of DNA system to use. It can be an automatic more or less random MSISDN allocated or the subscriber might be able to select a number from a set of MSISDNs.
At each IMSI attach done to the temporary HLR 18, the DNA system 20 checks if the SIM card 16 (temporary IMSI) is registered. If the SIM card 16 is not registered, a SMS is sent, stating that the SIM card 16 must be registered. The SMS contains a tracking number that is to be used with the registration.
Information about how to proceed with the actual registration is also included in the SMS.
When the registration has been performed, the DNA activation flow can continue where the subscriber finally is given a MSISDN and a real IMSI is written to the SIM card 16.
The invention is not limited to the described embodiments. It will be evident for those skilled in the art that many different modifications are feasible within the scope of the following Claims.
