Abstract

本発明に係る無線基地局eNBは、移動局UEから通知されたCQIに基づいて集約レベルを決定する集約レベル決定部14と、決定された集約レベルに基づいて、移動局UE宛てのPDCCHに対して、連続する複数のCCEを割り当てる制御チャネル要素割当部と、割り当てられたCCEを構成するリソース要素グループを、移動局UE宛てのPDCCH用のリソースとして割り当てるリソース割当部14とを具備し、制御チャネル要素割当部14は、移動局UE宛てのPDCCHに対するCCEの割り当てに失敗した場合には、集約レベル決定部14によって変更された集約レベルに基づいて、移動局UE宛てのPDCCHに対して、連続する複数のCCEを割り当てる。
