Abstract
画像符号化装置は、予測画像信号を生成するために入力画像信号の対象ブロックに対して参照画像信号を用いて予測処理を行う予測部と、予測画像信号の予測誤差を算出する算出部と、予測誤差信号に対して変換及び量子化を行う変換/量子化部と、量子化変換係数に対してエントロピー符号化を行う符号化部と、復号予測誤差信号を生成するために量子化変換係数に対して逆量子化及び逆変換を行う逆量子化/逆変換部と、して局部復号画像信号を生成するために予測画像信号と復号予測画像信号を加算する加算部と、予測処理の複雑度合いを示す予測複雑度を導出し、フィルタリング強度を予測複雑度が高いほど弱くなるように決定する決定部と、フィルタリング強度に従って局部復号画像信号に対してデブロッキングフィルタ処理を行うフィルタ部と、デブロッキングフィルタ処理後の局部復号画像信号を参照画像信号として用いるために記憶する記憶部を有する。
