The thin client terminal device (1) can be connected to the operation managing server device (2) and includes: a thin client mode execution unit (12) for executing a thin client mode which is a mode operating when connected to the operation managing server device (2); a local mode execution unit (13) for executing a local mode which is a mode operating when not connected to the operation managing server device (2); and a security execution unit (17) for causing the local mode execution unit (13) to execute the local mode in a security level correlated with the operation managing server device (2).
