Also, having a strip 26 such that the remainder of the end surface 22 is not covered with non- slip material enables the wearer to move by placing their feet on the portion of the end surface 22 not having non-slip material and sliding this portion of the end surface across the ground.
  • the upper edge 20 of the tubular portion 12 is provided with a means to close the upper edge 20 against the waist of the wearer.
  • the means to close the upper edge 20 comprises a draw string 24 provided around the upper edge 20.
  • the draw string 24 may be pulled to seal the upper edge 20 around the wearer's waist.
  • tubular portion 12 and closable upper edge 22 provide both warmth and water resistance to the wearer, as well as protection from the wind. Also, the size of the end surface 22 and the non-slip outer surface allow the wearer to easily stand up in the protective covering if required, minimizing the risk of falling. Further, the process of standing and then sitting again does not disrupt the protection from the elements provided by the covering. It will be readily apparent to persons skilled in the relevant arts that various modifications and improvements may be made to the foregoing embodiments, in addition to those already described, without departing from the basic inventive concepts of the present invention.

Abstract
