Abstract

A coding bit rate controlling method and a codec using the method in which the codec itself has a function of recognizing rate information. This codec is provided with a coder and a decoder. The coder includes means for coding a voice signal at any of a plurality of coding rates and means for sending coded data to a transmission line after attaching a feature parameter of the voice signal and coding parameters including a coding index to the information on the coding rate. The decoder includes means for extracting the feature parameter from the coding parameters of a predetermined frame construction contained in the coding data, means for decoding the extracted feature parameter at each of the plurality of coding rates, means for storing the feature parameters decoded in the past, and means for judging the matching between the stored past feature parameters and the feature parameters decoded by the decoding means.
