- the coefficients of the sub-band with the lowest frequency (last level) are represented in DPCM and coded with a variable bitstream depending on their corresponding frequencies; the coefficients of the remaining sub-bands are selected depending on the energy associated with them, using the following sequence: a) selection is performed by means of double thresholding of the queues of the coefficient probability density function; this thresholding is performed repeatedly in iterative mode from the remaining sub-band of the last level to the higher-frequency sub-bands (as far as the zero level) ; b) from thresholding of the coefficients in the two sub-bands on the last and penultimate level, two maps are obtained, by means of which it is possible to localize the prevailing-energy coefficients for the respective sub- bands; c) superimposing these two maps produces the overall map within which the coefficients considered significant for those sub-bands are localized.
- the resultant map is extended, by means of suitable re-dimensioning proportional to the dimension of the sub- bands at the various levels of the current level, and used to subquantire the coefficients of the current sub-band.
- the number of levels is fixed at three, but may be modified in real time so as to allow optimum management of the traffic while guaranteeing the desired quality level.
- the signal thus processed is transmitted to the PC in the PC cluster to which the corresponding conversation has been assigned by means of a local bus.

- the voice signal of the individual conversation is acquired by the microphone of the calling client, converted into digital format by the sound board of the same PC and transferred, in PCM format, to the call management and control program which itself performs processing and compression of the numerical signal in accordance with the steps described above.
- the signal thus processed is then transmitted to the local input server, after being packetized (with numbering of the packets in temporal sequence) , by means of the IP communications protocol.
- the voice signal of the individual conversation reaches the output server in successive packets from the IP connection with the other server or by means of an intra- server connection from a PC in the same cluster.
- the PC in the cluster which has been assigned to this function performs conversion of the sequence of packets into a bitstream corresponding to the coefficients, inserting zero coefficients in the case where the corresponding packet does not arrive or arrives with a delay.
- the bitstream is then converted into the sub-band multi-resolution time/frequency representation, by means of the localization map, and passed into a reverse filter bank, with oversampling, thus reconstructing the original PCM signal (i.e. the steps which, during coding, resulted in the compressed signal are performed in reverse) .
- the signal is converted into the communications standard used by the local Telecom (if necessary converting it using a D/A converter) and sent to the telephone set of the receiving user whose telephone number has been supplied by the calling subscriber or read from a subscriber consultation table kept by the server.
- the voice signal of the individual conversation arrives in successive packets from the IP connection with the server to the client of the receiving user.
- the communications program installed on the PC of the user performs, in a similar manner to the sequence described above for the PC in the server cluster, conversion of the sequence of packets into a bitstream corresponding- to the coefficients; the bitstream is then converted into the sub-band multi-resolution time/frequency representation, by means of the localization map, and passed into the reverse filter bank with oversampling, thus reconstructing the original PCM signal.
- the signal is converted and transferred by means of a bus within the sound board which sends it in analog format to an output device, such as loudspeakers or headphones. 3.
- the telephone network interface module is preferably connected to one of the PCs in the server cluster by means of a PCI bus.
- the packetized data is received/transmitted on the local network by means of a fast net card.
- This module incorporates: a physical/electrical interface with the telephone network, for aggregate digital flow transmission of telephone channels and the network based on the IP protocol; a device for converting the data flow from the format for the telephone network with aggregate numerical flow of telephone channels to the IP protocol format for the Internet, and vice versa; a system for local processing of the numerical information, which performs the functions of compression, protection and management of the transmission errors, guarantee as to the information quality, confidentiality of the transmission, scalability of the information transmitted; a device for aggregating and structuring the numerical data flow of the processed information or for transmission to another component of the server to which processing has been assigned. All these elements are known per se and reproducible in various ways by a person skilled in the art. An examplary way of obtaining this module is described below.
- the board is provided with an input/output, to/from the telephone network of the local Telecom, of the type Tl/El at 2,048 Mbps in both directions, a RJ45 connector and an ⁇ -law/A-law interface for adaptation of the signal and echo elimination functions.

- the main DSP processor of the board (operating at frequencies of between 200-500 MHz and a processing power of about 2000 MIPS, with an internal memory of between 128 and 384 Kb, fast serial ports and interface with the external memory accessible via connectors) performs coding/decoding of the information flow, while the other adaptation measures necessary for organising/subdividing communications from/into a single frame are performed by dedicated hardware components, integrated as separate components on the board.
- the physical/electrical characteristics of the board also include a PCI interface with a bus mastering capacity, an ITAG-type diagnostics support integrated in the board, a 1-to- ⁇ frequency multiplier of the basic clock, synchronous external memory in two, 32-bit, 64 Kb SBSRAM banks operating at 133 MHz and two, 32-bit, 1 MB SDRAM banks, an expansion interface for a piggy board module, a programmable logic for control and initial programming (at start-up) of the board, a power supplier and DIP switches for hardware programming of the I/O board.
- the servers are distributed over the Territory in a more or less capillary manner, in accordance with expansion and cost-efficiency criteria defined by the service provider, but also depending on the areas which will be able to use, or use more extensively, the services supplied by means of local calls.
- the servers may also be connected by means of a dedicated line, if considered to be convenient, or by means of the Internet or equivalent network. Communication with the telephone network is ensured by one or more dedicated access lines (each at least 2 Mbs) .
- the internal architecture of the server is distributed so as to ensure also the scalability of the system.
- the essential modules of the system comprise a local network (LAN, operating at 100 Mbps or more) ; a router, able to separate the backbone on the Internet side from the local network, separating the Internet traffic which is of no relevance from that which is of interest; a first series of PCs assigned to manage the telephone calls and equipped with an interface with the local network (LAN) and one or two DSP boards which interface the server with the telephone lines and are able to process the latter with clipping of at least 2 Mbps which can be adapted to new or different standards used in the territory; a switch (100 Mbps or more) assigned for the connection between the router and the various PCs; two supervisors (one on hot standby for the other one) jfor supervising the system; a second series of PCs which have an interface only with the local network and are assigned to perform data processing; a DBMS server for managing the information (database)
- the HTTP server which performs the functions of service registration, advertising, management of user profiles, etc.); a device for defence against external attacks, or a so-called firewall, used to increase system access security and arranged between the router and the switch (in order to increase the system security, the HTTP server may be connected directly to the router) .
- this system allows a high degree of flexibility with regard to assignment of the activities to the DSP boards and to the two series of PCs.
- assign to different entities the activities of separation of the individual conversation channels from the frame (for example, 30 channels are extracted from transmissions at 2 Mbps) , data processing, data coding/decoding.
- the choice of the optimum configuration is typically performed on the basis of the capacity of the input channel of the individual DSP boards.
- three configurations are possible: a) channel separation, processing and co-decoding on the DSP board (in this case no PC from the second series of PCs is used) ; b) channel separation and data processing on the DSP board, co-decoding on the corresponding PC of the first series of PCs (in this case no PC from the second series of PCs is used) ; c) channel separation on the DSP board of the corresponding PC of the first series of PCs, processing and co-decoding on one or more PCs of the second series of PCs.
- the system is based on a network of servers distributed- within the territory; the back-up function for the HTTP and DBMS servers is obtained owing to the presence of at least two servers of this type within the geographical network; however, it is understood that, at any time, there will be only one HTTP server and one primary DBMS server, while the other servers will be secondary and ready to become primary if needed.
- the predefined objects have been achieved.
- the service provider is able to reduce considerably the transmission costs and interact, by means of a suitable software, with a calling user and, optionally, also with the receiving user (if equipped with a multimedia PC) , supplying advertisements and therefore offering a completely new and original communications service with practically zero call costs for the subscribers (including the cost of local calls, from the calling user to the local input server, which may be borne by the service provider, for example by activating a toll- free number) .
- the service offered by the provider offers the possibility of extremely flexible growth and is simple to implement, it being sufficient to broaden the capacity of a basic nucleus consisting of only two servers by adding an increasing number of servers as and when required: it will be sufficient to modify the divisions of the geographical areas, dividing them into sub-areas to which new local servers will be reassigned.
- the voice transmission may occur on a digital network or on the Internet or equivalent network with an extremely high level of quality comparable to that which can be obtained on a normal telephone network.
