The stippled shading showing the world map in FIGS. 1 and 2 forms no part of the claimed design. All other shading in FIGS. 3-8 forms part of the claimed design. All other broken lines show portions of the graphical user interface that form no part of the claim. The appearance of the transitional image sequentially transitions between the images shown in FIGS. 1-8.   1. We claim, the ornamental design for a display screen or portion thereof with graphical user interface for disaster recovery infrastructure, as shown and described.
