tears, etc., and it is desirable that means be i provided to instantly stop the winding upon discovering a defect in the film. Films are usually inspected by automatic devices and by manual means. I )1,- J
Inspecting machines now in common'use are operated at a constant speed, withthe result that many times upon the detection of a tear or break, the portion of the film under consideration has been already wound upon a reel and it is necessary to unwind the film back to the break, which process obviously is tedious and time consuming,especially in view of the fact that many thousands of feet of film must be inspected daily.
It is therefore, an object of this invention to provide a reeling devicehaving means by which the speed may be regulated.
A further object is the provision of novel clutching and breaking means by which the rotation of a reel may be instantly stopped, and the reel may be rotated in an opposite direction if so desired.
These and other advantageous objects, which will later appear, are accomplished by the simple and practical construction and arrangement of parts hereinafter described and exhibited in the accompanying drawings,
forming part hereof, and in which:

In operation, film is wound'from the left reel, (see Figure 1), onto the right reel.
To wind in the direction indicated, the operator presses on foot pedal 50, which action moves brake band 34 upwardly against the action of spring 39 so that the female clutch member 35 is free to rotate, and then male clutch member 15 is moved into engagement with the female member 35 against the action of spring 42a. 1

At times it is desirable to operate the reels I at a slow speed, in whichcase a slight pressure on the pedal will instantly release the brakes, at the same time moving the male member 15 into engagement with the friction It may be seen that such a clutch structure enables the speed to be adjusted to any degree by controlling the pressure on the pedals.
During the reeling operation, should a break in the film be indicated to the operator, pressure on the pedals is removed and the brakes instantly stop the rotation of the reels.
Now, by pressing slightly one or the other pedal, the. film may be slowly moved backwards or forwards to place the film break in a convenient place for repairing.
