4. ln a machine of the character described.` the combination with a rotary head and a pad arranged axially thereof and embodying a spindle reciprocally mounted in said head and a spring causing it to normally protrude yieldingly beyond the head, of a radially movable spinning tool on the latter adapted to cooperate with a work-piece held against the pad.
