To all whom it may'concem Beit known that I, VEEZEY E. BowMAN,
I a citizen of the United States, residing at McKees Rocks, in the county of Allegheny and State ofA Pennsylvania, have invented certain new land useful Improvements in Nippers, of whichthe following is a speciiication.
This invention relates to new land useful improvements in a device known. in police parlance asV nippers, and the primary object thereof is to provide a device of the,
character described to facilitate the subjection andcontrol of an unruly captive or prisoner by the officer of the law.
Other objects of this invention are to pro-y vide a device ofthe typeset forth which is spring operated tolock upon the wrist of a the accompanying drawings wherein is shownV an embodiment of the invention.

Referring more in `detail to the drawings there is shown in Fig. 1 the nippers embodying the invention and comprising the casing 1 having the neck 2 vformed integrally therewith. The arm 3 is securely fixed in the casing 1 byvmeans ofthe rivets 4 and carries the locking chamber 5.
The gripping handle 6 is formed vintegrally with the stem 7 which is provided with the thread 8 adapted to engage in the threaded aperture-9 in the neck 2. A collar 10 is fixed on the stem 7 in the casing 1 to limit the upwardmovement of the stein 7 in the threaded aperture 9.
The aw 11 is pivotally mounted at. 12 in the casing 1 and is provided with the serrated end 13 which is adapted to ybe engaged by the lock spring 14 in the locking chamber 5.
The curvature of thelower portion 15 of the casing lcombined with the curvatures of the arm 2 and the jaw 11, are suchthat the combination conforms as nearly aspossible to the contour of the average wrist.
The Voperating rod 16, pivotally connected at 17 to the jaw 11, extends vertically through the aperture 18 in the top of the casing 1 andis formed with the ring 198L for the insertion of the finger when operating.
the device. The spiral spring 19mounted on the operating rod 16, is normally in the expanded position and tends to force the jaw 11 to the locked position in the locking chamber 5.
The lock spring 14 is riveted yat 20 to the locking chamber wall 21 andV engages the serratedend 13 of the j aw 11 when the latter is forced into the locking chamber 5 by the action of the spring 19 or by the ma nipulation of the gripping handle 6. The spring 1,4: is disengaged from the serrated end 13 of the jaw 11 by the useof a key (not shown) which is adapted to operate through the key-'hole 22.
For the purpose of holding the spring 14; disengaged from the serrated end 13 of thej aw 11, when the nippers are not in use, therev isprovided a pin 23 XvedlyA riveted Y disengaged by means of the key which forces the catch 24 out through .the chamber wall 21. The catch 24 being swiveled to the p1n 23 is given a turn to extend at rght-anglev with respect to the slot 25 and will hold the spring 14 in the inoperative position until f the catch 24 is again turned to extend-parallel to the slot 25. Y
The stem 7 has a swivel connection with the tightening cam 26 in the casing 1. The tightening cam 26 is mounted for vertical movement in the casingl by therotation of the stem 7 in the threaded aperture 9 in the neck 2. The tightening Vcam 26 is provided with the beveled end 27 which is adapted to engage the vertically extending fbev'eled end 28 of the jaw 11 and force the jaw -11 tightly around the wrist of the prisoner. vThe: end 29 ofthe tightening cam 26V acfsfagainst the arm 3 which serves as a guide therefor.
ln practice'theoperationV offthe device isas'followszffhe officer of the law iirst throws the catch y24 to bring the spring 14 to the operative position. He then grasps the grippinghandle 6 with one finger in the ring'19av and pulls the operating rod 16 upwardly toward the handle 6 which opens the jaw 11. The jaw 11 is'` thrown or placed upon the wrist of the prisoner and the ring 19a released which will cause the spring'19 to force the'jaw 11 to the closed vor locked position inlthelocking chamber 5'. e v

The spring 47 normally stands outward from the groove 46 as shown in Fig.V 9 andis` adapted to engage the upper face of the cross-bar 40 and prevent the upward move-v ment of the operating member 35fand lock the jaws 30 and 31 upon the Wristof the prisoner. For opening the jaws 30 and 31V the spring 47 is forced vintoi-the groove 46 by pressure upon thebutton 49 while drawing the operating member 35 upwardly.l v
yThe cam 50, having a swivel connection with the `stem 51, isprovided withV the beveled ends 52 and 53 which .engage the re- Y specive jaw ends 54 and 55, and when movedY downwardly bythe rotation of the stem .51 causes the jaws 30 and 31 to close tightly upon the wrist.
